Brazil changed it's capital 3 times in it's history. First it was Salvador da Bahia de todos os Santos then Rio De Janeiro then more recently to Brasilia...a new city built from scratch.

Unfortunately if the Haitian track record is any indication they will probably build again in the same area and when the predicted disaster strikes again the will cry out to God "why did this happen to us ?" besides blaming others for causing their misery!
