Besides, she is not 100% Haitian anyway, yes she was born there but lived most of her life, was educated and became a lawyer in the DR and was raised by a Dominican step mother. So we can't give Haiti all of the credit besides part of her ancestry is European anyway and if I am not mistaken I believe she is a naturalized Dominican.
