18 billion is chump change when the economic apects are looked at.

If 18 billion is "chump change" I guess Cuba which needs an infusion of 10 billion dollars for its economic revitalization scheme should have no trouble getting it. In all ASPECTS, 18 Billion dollars is still money Dread.
