The difference between us (Haitian) and DR is that We speak French because we were occupied by the French and DR speak sapnish because they were Occupied by the Spaniards. The enitrely Island was Haiti prior to this. I myself is Haitian, but appreciate my Dominican neighbors. In the U.S.M.C, In northern Cali, in the Clubs that I frequent Haitians and Dominicans act as one people. I grew up in N.Y. when we migrated to the US of A. I've alway identify with Dominicans, because I feel that while sharing the same Island, we are the same people. I appreciate your views and your well manered opinions. There should not be any problems between us. If we demomstrate to the world that eventhough we share the same Island, we are not able to effectively coexist, why should the invest in our future. |

The reason Haitians kids born on Dominican soil are unable to get DR citizenship is because it is likely that the parents lack money, are undocumented and live illegally in our country. If you have money and your papers are in order, then their is a good chance the parents will be able to regularize their stay by applying for temporary residency or whatever required status that would allow for their child's citizenship. Once regularization is achieved, it will then enable and help expedite efforts to obtain the child's citizenship. If most of these elements are missing, the chances to obtain a birth certificate are slim to none and slim just walked out the door. If the parent is able to satisfy residency requirements, then the process to obtain a birth certificate should become simplified and the child is likely to qualify for Dominican citizenship. But the vast majority of the illegals Haitians all lack proper identification making it impossible to obtain a birth certificate. Common sense tells you, if the parent does not have identification, what makes you think the child is automatically entitled to get a birth certificate. What do people think that the DR is a republic of Anarchy ? The bottom line and it is well established, the Haitians are illegal, undocumented transients. They are impoverished people that cross the border in desperation with practically nothing, but the clothes on their back. In most cases, the pregnant mother come over weeks or in some cases hours just before giving birth or probably during the actual time of contractions, desparately running to the the nearest medical facility for attention. Soon after admissions, they plop-out the kid on to the public hospital bed like puppies. No pre/post natal care, no obstetrician, no prior preparation for birth. They just come with the sole purpose to have their child period and to take advantage of our available no cost medical care. Real tourists don't do that, they have money and have papers to prove who they are and can swiftly and smoothly achieve citizenship for their child. Now imagine what chaos it would be for the Dominican government to start issuing birth certificates to the kids of illegal Haitian parents who can not afford to pay for proper documentation not even in their own country, never mind another country which has no real obligation to them, other then just basic humanitarian services. They are a heavy burden on the government, so people can not expect them to be any more complacent then what they are already. If the Dominican gov't continues to bend over backwards, they sure will get screwed even further. We are all very aware that with money, you can circumvent the rules in the Dominican Republic and we know it as a fact, which is precisely what most of the Haitians lack--money.
