Santo Domingo .- The Constitution Revisory Assembly last night approved an amendment guaranteeing all children’s right to education, including those of illegal immigrants, a right stipulated in the Universal Declaration of Human Rights.


Lautaro is right. I also heard Pellegrin Castillo over the TV stating that this is another
step towards to copy more "modern constitutions" that do not reflect the Dominican-Haitian problems.
The legislators are proposing ANY BODY has the right to education regardless of their immigration status.
Think about it, the illegal ADULT Haitians now have the right of going to night school paid by the state.
Also if an illegal child of Haitian parents that are being deported is going to school, the NGO's will claim that there can not be separation of family, and a stay of deportation orders will be in effect.
If this law going into effect, Pellegrin says, we will need to increase our already lacking education budget another 4% to accommodate the other invasion of millions of illegal Haitian children that will now come to school in DR. And their parents can go to night school.
The conspiracy advances slowly but surely with the anointment of the authorities that want us to have the "most modern constitution".

And this is no small matter, considering that it's estimated that 5.6 million of them, that is, more than half of the haitian population, is under the age of 21. This will be just like the yankee-inspired Penal Code, that is, another catastrophic and horrendous failure that will create more logistical problems than it will solve.

A unification would never work. Language: Haitian are speakin Créole and are learning French at school. D.R is a spanish country.

The origin: Haitian, in they mind, are black and son of african. Dominican in they mind are spanish for most of them.

Who would be the president ? Where would be the capital ? Which story would be learned at school ?

Pity that the yanks, french and canadians don't, and obstinately refuse to, understand this reasoning. They're just looking for a Poncius Pilatus solution for the island's woes, that is, to wash their hands off a problem that their stupid policies have created.

US Bill of Rights does not include education, and it has stood the test of time. As I mentioned when the abortion topic came up and people spoke of a "right to life", I am AGAINST unenforceable laws or rights. They diminish the rest of the body of laws. You guys know I am very resistant to these anti-Haitian topics but I have to admit you guys rightly see a threat in this.

OK I'm off for the weekend and when I return on Monday will likely be a new dad! See you guys then

Education is a win-win if the parents of the child being educated is the same guy paying taxes and doing his part to make the country better. But if the parent of that child is breaking laws in another and expecting that his kids take away from other's kids resources then it becomes a problem because nothing is free in this world you is just not right that they get the benefit and not the resposability that it takes to build up a country. By the way i'm surprise you needed a explanation on how this affects others. Maybe you should just re-write your question with direct aim. this laws will contradict other that says you are not suppose to be here ilegally in the first place

This situation is not a conspiracy, it is a reflection of the different worlds the rich and poor in DR live in. The rich are making the laws, and what the hell do they care if there are another 2 million kids in the school sytem, their kids are in private colegios. Classes are already split into 2 sessions (and they're literally only like 3 hours each) because of overcrowding, but what would they know? Panaderias have just threatened to stop the school breakfast (if you can call it that) because the Dept. of Education has not paid them since 2008, but again why would they care, it's not their kids. DR's elite is an even greater problem than Haitian kids, and quite frankly they should not be making laws.

But they are making the laws by our disgrace, if the rich don't care that the schools become more overcrowded, how and what would they gain by this madness?
Somebody suggested that they amend the law so that Haitian children can go to the same private schools that they send their children, and that seems an even better idea.

First of all the media or these legislators are giving the wrong information one day they say that all Dominicans and legal residents would get a quality education. Then they change and say that everyone is entitled to an education including illegal Haitians. This is the beginning of the end of the Domincan Republic if the country allows illegal Haitians to receive an education, if this law is approved the people should demand that this law be revoked. The great prophet Joaquin Balaguer visualized this in his work La Isla Alreves.
