Considering Haiti is full of "pure" blacks, im sure they try to make a distinction so they can be regarded as better than the tar blacks. Right, and the 75/25 Mexicans are Afro-Mexicans because there barely is any Black influence, but a ~75/25 Rican like Jlo is not Afro-Boricua. It is all relative.
