I hear that even people who look like Gulf Arabs or Indians are marked as "Negro" on the cedulas, so you don't have to look pure Congo to be marked as Black. You can have a Congo face but if your skin is light and your hair is at least wavy, you are considered White in the DR.

When I went to RD like I noticed alot of dominicanos are mostly dark skin but there also light skin but not to much. But I wont say they are black like AA because some of the dark skin but with white frame, I love dominicanos alot they are fun to be with but they have some attitude which is totally okay with me jejejeje. Yo soy boriqqueno and in PR we are having alot of cubanos y dominicanos coming here illegally which I dont like to much you know. But why are you guys fighting???
