Cibaeños substitute "r"s and "l"s before consonants and at the end of words for the Spanish "i" but at no other time so indeed a cibaeño does not talk like that. It's actually a vestige of the archaic Spanish brought over from the Canary Islands, who were the principal colonizers of the Cibao region.
