Why in the world would such a weapon be kept a secret? The point of apocalyptic weaponry is to let everyone know you have it and that they have no choice but to obey...for example nuclear bombing of Japan at end of WWII. If HAARP really were a weapon why would you keep it secret?

Dude, I do not know... ask those who are actually do or are keeping it a secret. Obviously they believe they have a reason to do so. The other reason I could think of is fear of Global Chaos and backlash from the world's populace thus Global Civil War. You could imagine how many people would be more infuriated than happy over such a finding of the knowledge of existence of such weapon, would you not say?

Why wouldn't you keep such technolgy secret? After all who the hell are you going to blame an earthquake on without any hard evidence? It's a first strike without your oponent even knowing you struck a blow. I'm not saying that this type of technology exists but I can see the rationale behind keeping such a thing hush-hush.

I don't know, why use a devastating earthquake to destroy capabilities when an air strike can do it more efficiently without destroying the loot. It isn't a surgical or tactical thing, it is clearly in the category of an assured destruction for the target. That kind of power seems only useful if everyone knows you have it, and that you are willing to use it. You can do it as a surprise once, but you have to make sure afterwards that everyone knows you did it.

But as Cib said I don't think such a thing could possibly exist. We are not yet even too sure how plate tectonics work, just theories. Also this would take astonishing amounts of energy.

Well, a weapon like that would greatly diminish the value of keeping large standing armies, in my humble opinion. But the backlash would be the ensuing destruction of infrastructure, which is very ruinous considering that the majority of wars being fought right now have the posession of a given nation's economic resources at the forefront.

CHINA - Represents an economical and superpower threat to the United States both in technology and in the ever daily growing military power as to say the least given the now current economical states of the United States, such a conspiracy is quite probable.
