Deisel is more efficient and produces less GHG. People in the DR evade tax yb using propane - there is also a big import bill for the conversion kits.
Encoruaging people to run cars by selling cheap propane is bad - the only way to avoid it is by having checkpoints with a spot fine or confiscation if the vehicle is converted. Of course with a country importing oil the less car usage the better. a congestion tax would help pay for better bus services and the metro.
The economy lso benefits in other ways. When I worked in Munich a 10 mile journey involving 3 different trams took only 40 minutes. Obviously German workers arrive at work on time, relaxed and efficient and without lungs filled with smog - unlike US where long car commutes are norm. No wonder the US economy is going down the tube!
But then Americans are stupid using twice as much energy per person than any other major nation. Crazy!

Yes, I live in Chicago so I am stuck with gasoline or E85. I have propane in my vehicle in DR

There are normally radient heaters in the tram shelters while you wait- on most lines a maximum of 4 minutes. In fact more many journeys it is possible to time your walk or cycle ride from the house you have a max. of 2 mins wait. Many interchanges are covered with coffee shops etc. Yes and you can play mp3 with a personal player. Transport police definitely keep undesirables at bay and often you can find the same people going to the work at the same time in the same tram car each day.
Some exercise is good for you........
Still people like you like the US to gulp all the oil and run up huge debts at the same time trashing the planet with GHG.
Rather than carrying on importing cars and oil it would be better for countries such as DR to develop efficient co-ordinated transport systems - as is happening in Bangkok for example.

Increasing the price of petrol, diesel and finding a way to catch tax evaders who use propane is one side the coin- the other is good public transport.

If they tax propane at a higher rate, it would kill the public transportation system currently used in DR. More motorcycles would show up and it would be worst for drivers because of the crazy motorcycles coming out of no where. Also, if you take your car to work, you can take a nap during lunch

Not trye - if the difference is 50 pesos a gallon and there are 4 people in a propane taxi a run of 4 miles uses perhaps 1/6 th gallon of fuel. 9 pesos divided among four people about 2 pesos.
Some taxis could be retrofitted with diesel engines - saving fuel imports with some government incentive. Per peson (passenger) use about the same amount of fuel.
And you want to trash the planet so you can have a little nap at lunchtime instead of going out for a good heathy jog. In Europe the 35 hour week is common so people 'work through' with only 1 30 mins break.

even 2 pesos is alot for some Dominicans. It would cut into the cab driver's take home pay. I can't take a jog and get all sweaty during work. I go to the gym when I want to work out (I drive my car to the gym as well)
Also, if you have ever been in a concho car with 4 people. It is no fun...
First, the driver hass the AC off to save fuel.
Second, they fit more than 4 people in the back seat of a corrolla
Third, one of the passengers probably needs a shower from working in the sun all day(smells like onions)
Fourth, you might get robbed at a light since the windows are open, or pick pocketed by one of the passengers.
You might say.... take a regular taxi. But most Dominicans can not afford a normal taxi everyday

Public transport - large buses and trams are cool. And I think diesel per passenger mile is good also. It is also easier to keep large vehicles in order. OMSA should be a priority for spend.
