We should have crash programs to teach English, French, Italian, and Russian, to better serve our transit tourist population. Melanio is a nice guy the problem in DR is that all governments department are politically move around so Melanio doesn't feel firm ground if he is to tell it to Leonel like it is so he always try to sugar coat everything around the funding issue.To me we shall be using at least 7% but no more than 12% until we bring down the debt issue we have that's eating away a lot of the PIB of the country.Costa Rica is doing good in some aspect of the education but just like Chile they are making a big mistake by leaving a large part of their population out of the progress which later is going to come back to hunt them.When I was in both countries working what surprised me the most was to see people in Santiago,Chile living 21st century life style and 5 blocks away seeing the Indian decedent living in cardboard boxes.Most Chilean told me personally that is a time bomb waiting to happen and in the walls of Santiago,Chile Indians write messages like "La guerra civil viene pronto" in the richer neighborhoods.That was a surprise to me because I was under the impression that the wealth was being spread around more even but is not.
