I can't figure out what the actual problem is when I talk with people. Some say it is a capacity issue...others say that no one pays the bills an the plants can't be run. Any clarity available on which it is?

The problem is that it's easier for a dominican to pay for a beer or the monthly cellphone bill, but that all hell will break loose if someone so much as make him/her the suggestion of paying the f.....ng energy bill.

I think it's more than just that. They need to re-negoiate the Madrid accord which established one of the higher KW rates in world. Those contracts are valid unitl 2015, they need to be re-negoitiated now rather than later. The biggest thieves are not the poor but the rich and business owners. They are the ones that need to be investigated. In all, everyone should pay but the poor shouldn't suffer b/c of the rich. Eso es un abuso.

Thi sis the problem exactly. People don't pay electricity.

It was tried once, but it ended up in the Fenosa disaster and the current quagmire of the Madrid Agreements that ny4life mentioned earlier.
