I don't think he goes around asking people to give minuses to anyone or that he needs help in advocating his position on different issues whether he is right or wrong by silencing anyone who may wish to disagree with him. I do think the minus and positive signs are not a good thing since it has gone from being used for it's original intended purpose of removing scandalous and overtly harmful commentary to just silencing most opinions that are not part of the popular sentiment and that just creates much less discussion and interaction which of course is supposedly antithetical to the very purpose of this forum.
