HOW TO STOP CORRUPTION? Tips and tricks for the DR government.
Corruption cannot be fully erradicated, because it often is human nature to mostly choose ones one well being above the general well being. It also is human nature to look away, when one sees somebody's mistakes or corrupt acts, if that person is a friend, or the relative/friend of a good friend or somebody one respects or fears.

However, corruption can be combated in the following ways:

1. Stopping clientelism, and "job for friends/supporters-only" policy in government --> PROFESSIONALISM of the public administration is key. To work as a public servant in a ministry or other government agency has to be a career choice (why not for several decades?), and should not be interrumpted nor interfeered by the political cyclus (i.e. changing presidents/parties). Implementing meritocracy in the public service is a way to motivate professional public servants to do a good job in order to advance in their careers! Investing in improving the quality of Public Management/ Public Administration schools would do no harm, in order to increase the potential of the public servants to be.

2. Restructuring the public service is necessary so that there are more checks and balances. Everybody's work should be controlled by another agency or department that is not conflicting with its interests.

3. Transparency: where does each penny go to? What is done with public funding? How are decisions made? All this information should be collected and reported and should be available for outsiders and controlling agencies.

4. Allowing for "tell on them without fear of losing your own job"-policies. If somebody is afraid that their job might be at risk after talking about corrupt activities of their superiors, or colleagues, they are not going to tell on them.

5. Enforcing the judicial system so that officials, no matter what their range is, nor their status, get the punishment that they deserve, if cought doing something wrong.

I am sure I'm not discovering America by expressing my thoughts on how to fight corruption, but hey, I really think this type of approach can help. Hopefully people close to the DR government can read this and act upon it if they haven't been trying to do what I propose so far.

The first thing that has to be done is put in the concience of the people that they don't need to pay a middleman for every single thing they need to do. It's too much a widespread practice that people expect to have to pay someone in the middle to get any kind of paper, service or contact with the govmt. In my opinion, you can't expect the government to cure it's own corrption, the people have to take the first step to fight against it.

DaniDR I think you are partly right. Each nation has the government that they deserve.

So the people have to stand up and show resistance to corruption in all spheres of society.

But the only one that can bring real lasting change is the government, by showing the will to fight against corruption using the 5-step plan I set out above.

I actually like this quote, that is so true. "Each nation has the Government that it deserves" if such nation never stood up against the bad management of how their government do wrongful businesses... Your 5 Step Plan is almost an exact replica of Barrack Obama's Government Oversight plan by the way... So should I take it that you are a supporter of Obama? I wish most Governments would actually follow those steps indeed.

I sympathise with Obama, but my 5 steps plan comes out of my own head, based on my International Public Management education, work experience at international organizations and common sense.

Well, it is a good plan. Good for you and great thinking!!!

Did you happen to ever read this post on here called "Hawaii and DR one in the same pay attention please" What do you think of it? Watch the videos and I feel that is already happening in DR and soon it will be the entire Island. I would not want that to happen. I had this weird dream last month and f air enough this guy posted this post with the videos and it seems and feel as though he tapped right into my mind as far as what my bad dream was about Hispaniola.

Let me know what you think...

Just arrived from DR. During my two week trip I took the opportunity to speak to many people from a wide range of industries and as I and others have mentioned previously Dominicans need to take ownership of the endemic problems of DR. Change will not come from the top. Don’t expect trickle down change in DR. Change has to stampede its way to the top. Don’t expect Dominicans to take the helm. Either a massive social movement towards change driven by highly financed individuals, or the necessary evil. A rebellion.

To many on the top not willing to relinquish power and allow the middle class to grow. Corruption, Cleintelism, paternalism and Lack of Education, all causes of the ills, but without "extreme social intervention" from within and abroad, DR will continue to wallow in disparity, all the while bloggers watch and blog.
And so, my fellow "Dominicans", ask not what your country can do for you; ask what you can do for your country.
