The term "banana republic" is not properly used in this case, since you are quoting O. Henry.
The DR maybe be a kleptocracy run by pathologically corrupt public servants, but NOT a banana republic, because of the fact that we are not an autocracy run by a tin pot dictator, (any more), and also we have more than bananas that we export.
Now just for making that comment, I will revoke for 30 days, your temporary Dominican residency permit, and your penance will consist of kneeling in a front bench, at the Cathedral in Santo Domingo, for one whole hour, and say out loud, "I am a sinner, have a case of verbal incontinence, and I repent".

Generoso, cost of petrol to Santo Domingo Cathederal is too expensive. Can I beat myself with sticks instead, or listen to boring Meringue at 95 dB for one hour as penance instead?

In Rio de Janeiro, bus tours of Americans through favelas are becoming very popular. Perhaps Haiti can capitalize on the same type of tourism? As the US economy goes into free-fall, this kind of tourism will increase. We like to see that when things are going bad, it is worse for someone else. Brazil's economy is improving, and Haiti is a much cheaper flight. Just bring your own water to drink and bathe in!
