Yes, there are Dominicans who are impressed by foreigners but there are a bunch who are not and actually don't want to be around them. No matter how much money you have, you will always find someone who will tell you "I'll get there to fix your ac in 1 hour" and end-up showing up 9 hours later. I've seen millionaires pack their bags and leave because they couldn't make it and I've seen people with little money make it. The DR is not a fast-paced country, not made for everyone.
