The best way for a Government to generate "Income" would be to free up the markets. Deregulate, privatize and lower taxes.

No regulation and control is the way to go. European produce such as cheese is hugely successful in World markets because of regulation, certificates of origin etc. A substantial premium is obtained.
Private / public partnerships such as Airbus Industry and Rolls Royce have resulted in World beating products.
EDF is a word beating government owned electricty generator.
State enterprises in China ranging from restaurants to aluminium are meeting with huge success in World markets.
Co-operatives are also important with huge success in for example the New Zealand dairy industry.
Government participation in these co-operatives is vital.

Deregulation and privatisation often leads to chaos as in the US economy today.
Subsidies , inefficiencies abound prompted by special interest groups who take control through the government process.
Expenses for individuals multiply, as with health services in the US.

National co-ordination is needed. Chile has fallen behind competitors in the wine markets through this not being in place,

If the DR had powerful national co-ordination organisations - fusions between private and public sectors - in every export product area huge advantages would be gained.

I wonder if abc an tell us which plane can reach the DR from Asia and why it would be financial sense for an Asian airline to have regular flights here . Thai airlines cancelled their flights to JFK and Qantas is about to do the same and I believe the direct flight from Asia to NYC is about as far as a commercial plane can safely go at present.
