Carlos,

I beg to differ on that because "Duvalier" was had killed and oppressed a great deal of thousands of Haitians in Haiti during his regime and on his son's terms many of those atrocities were still being carried out by devout firm supporter of his father "Papa Doc" which made it seems as though he was a killer.

Since the killings were still going on because most of those people on his government by then had amassed extreme mount of power and connections with the greater Elites that "Baby Doc" the son of only 19 years old when he was placed into power could not dare to do much about it. "Duvaler" the son was pretty much a puppet figure while the actual wrong deeds were still being carried out and the survival of those big shots depended on the Duvalier doctrine. The son was placed in power because the ambition of the "Duvalierist" groups were in mind to establish or bring back the Kingship type of ruling back into Haiti.

However, the voices and minimal actions of all the people they have tried to dispose of or who were in exile sooner or later sponsored greatly in part and in contribution of the actual removal from power of Duvalier.

Let me ask you... What did Duvalier did during his reign... that is positive I mean?

Oh,

Okay in that sense, you might be right... For I have not heard much of any great infrastructural achievements or accomplishments made by him. Even that is a matter that is subjective to some people from many other people. Many believe that things were better or that Haiti was better off then while he was in power. It is true the Duvalier regime had leached off the Country greatly and since the infrastructures of the Nation were not deteriorating or at least not as fast anyway (lol).

It looked like it was rather unmentioned of, but there were jobs, tourism, national production and foreign investments that the mass populace were able to tangibly manage to survive with and because of the oppression of his dictatived rules many were reluctant, had to think twice or hesitated even before they could try anything funny as far as black markets or whatever were concerned. True story: It was told that one day the price of staple went up and Duvalier was not informed. He physically went out himself in the supermarkets with his guards and actually ordered his secret police to continuously take names of any merchants selling the staples at a black market prices.

He ordered foreign staples from other Countries and he branded them with his name and sold them five times cheaper than the prices of the businesses and people selling theirs with the black market price and you know what he did with the names of those people he had collected? He ordered their killings and he also sent out for the arrest, imprisonment and killing of the Minister of Commerce & Agriculture.

P.S: Many said that he indirectly did many things which helped the Country by allowing free and untaxed trade fro import which foreigners and diasporas elites were happy about and that there were a better sense of regulation in the Country because he controlled all and took care of his own entourage only. I have better tragic stories of the Duvalier regime is you would like to hear some more.
