Lastly, even if every single Haitian ended up in DR, the most likely outcome will be that they end up stuck in ghettos at the bottom of the social ladder forging their own communities, and within one generation or two take to the seas disguised as poor black Dominicans. This is why I really don't understand the emphasis of any of the superpowers in keeping them in DR. All the money, time, and effort they are spending on that agenda would be much better spent helping Haiti, avoiding food riots and properly building schools and hospitals.

hmm, makes sense if you ask me. Though I don't know about your last sentence as DR is progerssing that money could help their original poor with electricity and propane. And if "every single Haitian ended up in DR" with the ghettos like you said with that many haitianos these "ghettos" would probably outnumber the moderate and fairly (let alone rich) aspects of the DR and that's a big no-no.
