So your not from the DR, you live in The USA or that's what on your info... but your commenting on a DR website about subject concerning people who live or are from here???

* Saudi Arabia - No suffrage for women. The first local elections ever held in the country occurred in 2005. Women were not given the right to vote or to stand for election.

* United Arab Emirates - Limited, but will be fully expanded by 2010.

You are correct - I guess I was getting dragged off the subject anyway. Now back on topic -

According to "Duverger's law" – (Named after Maurice Duverger), winner-take-all (or first-past-the-post) electoral systems tend to create a 2 party system, while proportional representation tends to create a multiple party system.

I guess if that's true, then the Dominican Republic will be stuck with the PLD and the PRD for a long time to come. Peaceful democratic change seems out of reach, hence change comes by revolution, invasion, military coup or assassination.

Not necessarily. For example in 1984 after the PRD government of Salvador Jorge Blanco, tricked the population into signing with the IMF during the semana santa holidays, and prices of basic staples, skyrocketed, there was almost the start of another civil war, that was only prevented by a sending the army into the streets, armed to the teeth and with instructions to shoot to kill. It is estimated that more than 1000 persons where shot with over 500 dead in just a few days. This revolt happened unplanned and was fed by "spontaneous combustion".
If Hipolito wins the election and things go south, we might see the recurrence of such events.
Anyway, hopefully things will change for the better peacefully, with mass demonstrations, general strikes, peace marches, pickets and protests, a la "arab spring".

There are many other countries where women don't have a free vote. Cuba, North Korea, Zimbabwe, Iran, Myanmar....The list is long.
