The US has been in Haiti eight different times and in 1994-1995 was there with the UN. I worked the UN mission and have extensive first hand knowledge of what that country is like.

The infrastructure is shot, there is a mish mash of political action groups that keep the apple cart turned over, The Red army, Cannibal Army, Voodoo priests etc., etc. There is no NO work in Haiti, they have deforrested the land to make charcoal to cook with, when there is power not everyone can get it, poor water and the list goes on. Suppose there was a nation building scheme put into place by the UN to stimulate the economy and provide the jobs that are necessary to get that economy up and running again, how many untold billions would it take and who would foot the bill. And what would happen to the country once everyone left them to thier own devices. Corruption in Haiti is worse than in the DR. In regards to your quoted statement- the US has taken responsibility numerous times and it never sticks. If the UN were to start such a plan, what do they tell the people of Zimbabwae, Congo, Darfur whose own leaders will not work even with each other. The other important factor to consider is that Haiti is an independant nation.
