How would you get a consensus of reps in the congress to support it and a President to sign it into law.? Then if by some miracle you were to get it passed into law, |

Cibaeno has noted, many a time and oft, that one possible solution for improving the productivity of the government sector, and reducing corruption at the bureaucratic level, would be to institute a professional civil service, based on accomplishment, qualifications, and merit, as opposed to the current iteration, which is little more than a job placement program for party faithful, their satellites, enablers, and concubines. aspirants should be required to sit a civil service examination, and, those who could not attain the passing grade would not be considered for employment in that realm. it should have absolutely no political component if it would be expected to function optimally. i remember, in my childhood growing up in the old country, i had an uncle, now deceased, who worked for the Department of Pensions. in my thirty years of association with him, before his passing, that was the only employment i can remember him to have held. he knew every nook and cranny of the job, inside out. he could locate vital documents, in the dark. there was no aspect of the matter of Pensions Administration of which he was not a past master. that came from TENURE, plain , and simple. governments came, and went, but he remained in his position, regardless of who the ruling party was. in the DR, if the government changes, the cleaning lady at Rentas Internas loses her job. that is no way to run a railroad. such a practice shifts the focus away from any attempt at good governance towards reward and punishment, and achieves nothing positive, at least, not at the administrative level. why should some medical officer , in San Jose de Ocoa lose his job because the party he favors loses the election? i am hard pressed to contemplate a scenario in which the medicinal efficacy of tetracycline is affected by the political affiliation of the prescribing physician. some things defy the imagination, and logic. this is one of those things.. |

Dread: Although I understand your point, I have to believe that some staff changes are necessary for the team to work. PRivate businesses do so to improve efficiency (most notable in company takeovers) whether it be for professional experience, company cultture or sheer team spirit cohesiveness. Those type of staff changes are common throughout the world. Hell, if you were named Lord of Hispaniola, Im pretty sure you would make incisive changes immediately! So how do we format a test to show competency to fulfill goverment positions ?? Would it be along the lines of SAT, GMAT? How can a test as such provide proof of the skills/knowledge a staff member such as your uncle possess? What other factors can be measured to assist us in making the best possible choice for a position? How can the gov't lure these employees to join their cabinet/team ? Although, the subject matter is a difficult one, I like the fact that it has been opened for discussion, as opposed to not having been opened at all. Maybe, perhaps, we will all get somemthing out of this. (years ago, DT member Ladronaso - his screenname is misleading! - started something like this) |
