FYI the logic behind the 45 day wait is that it assumes the individual is learning to drive and thus 45 days grace period is the minimum amount of time that an individual can learn to drive a vehicle correctly and safely.

Why wont Dminincan Republic prosper?

1. I notice there are no Driving Instruction comapnies here - and it is obvious!

2. Spanish - no problem - tip the guy at the DMV and he will not only interpret but tell you the right answers.

What about not showing up at all and slipping someone at the DMV a few bucs and a photo
to get a license.

Can this be done?

I need to find someone to facilitate this.

Worth a try, but I think they take the photos and it is printed from their camera....

Wrong.
There are driving schools all over the place, even in smaller towns.
My wife went to one and miraculously received her license without problems...

Correct.
I remember when I took the written exam (many years ago) I asked the supervisor to explain me a certain expression.
She didn't.
What she did, however, was press a button on my keyboard...
That may have been the only wrong answer my test result showed....

It can be done and many (fools) do it.
Unlike Dominicans you should adhere to the law. (They are not enforcing it much but lie in wait for you ...)
If you are involved in an accident and your car is not insured or your license not valid you'll spend much more money than you would have getting the proper stuff in the first place.
