Not exactly sure of the proper name of the steps but If you were born in DR then you need to obtain Certified Birth certificate (Acta de naciemento) be sure to tell them that its for a "passport", next take acta to get processed at the Elections Board (Junta Electoral). Then Pay the taxes and fees at Banco De Reserva then you must go personally to Department X with all receipts, photos and documents and deposit your package. I cant remember the name of the Govt agency, but I can find out in a few days.

Note: all the leg work could be done by a third party except for the last step which is depositing your package at Dept X. FYI Dept X does provide a handout with all the steps. It is the same guide I used.

The only assistance I can provide is providing the govt. agency name as previously stated (dept x) where you can get the list of procedures. Other than that, If you are not a Dominican citizen you cannot obtain a Dominican Passport without meeting residency and citizenship status. The only other option is obtaining one in the black market. Neither of which I can assist with.

As soon as I can obtain the the Name of the government agency I'll advise.
