Other then a few empty beer bottles on the floor of the gutter by the scenic overlook of the moncion dam, in general it looks like a clean, well organized place and I value that. You know, it's a shame some people don't even know why cities, provinces, towns, etc are named after. A woman I used to buy food in NY was from Moncion............and she didn't know who Benito Moncion was........ And I am talking about a lady born there and who lived there for more than 50 years. From what I can interpret, the central figure or subject is obviously a Haitian national peddling pirate videos or music CD who is being confronted by Dominican law enforcement authorities.
