SANTO DOMINGO.- Two United Nations envoys will come to the country to get first hand accounts of alleged racial discrimination, xenophobia and intolerance against the almost one million largely undocumented Haitians.
Doudou Diéne, envoy for the fight against racism, xenophobia and intolerance, and the head of the issues on minorities, Gay McDougall, will visit Dominican Republic from October 23 to 29, invited by the Caribbean country authorities, said the UN Office of the High Commissioner for Human rights today in Geneva. Both experts will visit the cities Dajabón (northwest), Santiago (north) and San Pedro (east).
They are also scheduled to meet with representatives of Government, international agencies in the country, as well as with delegations from non-government organizations and from different communities.
Last March Amnesty International (AI) denounced the existence of a "deeply-rooted racial discrimination" in the Dominican Republic against the immigrants of Haiti and urged the authorities to stop the massive repatriations.
Almost one million mostly undocumented Haitians live in the Dominican Republic and according to AI, from 20,000 to 30,000 are expelled annually from the country.
At the end of their visit the envoys will individually render a report to the Commission on Human Rights, which will meet in Geneva next December.

Were I President Fernandez I would INSIST that this 'commission" ALSO visit the country of Haiti and investigate that country's track record in dealing with it's own indigents. While in Santiago please visit the barrio of Los Platanitos (Ensanche Caonabo) near the baseball stadium & Children's hospital. This barrio is controlled by a drug gang (PICHARDO Brothers) who have police permission to distribute drugs & committ related crimes without police interventions based on payoffs. There are drugs sold in broad daylight & on school routes near the black water etc.

All of this is NOT a problem for the RD Gov because many of theses barrios like Los Platanitos, El Leijido, Simon Bolivar are very poor barrios full of mostly Dominicans & some Haitians. As long as drugs are in poor barrios but not in the Casa de Campo then Prez LF & RD Gov does not care!

My very great concern, why the U.N and its agents have to travel that long distance all away to The Dominican Republic to investigates an allegation that in Dom.Rep. there is racism against Haitians? why they do not take the number one (1) train here in their nose and get off at 168 st. upper Manhattan and star right here? These individuals look well "qualified" to test and experience blatant Dominican racism: they don't need to meet with any "officials", although Ms. Dougall looks light-skinned enough to "pass" for Dominican, all Mr. Doudou Diene has to do is leave his hotel and go take a walk by himself in Santo-Domingo. Let him try to enter a store, a fancy restaurant or catch a taxi. He will know very quickly just how sick Dominicans are!!

The DR had better take better care to clear up this messy situation with Haiti. If Haitian labor is desirable then set-up a clearing-house to grant Haitian laborers the permits, extensions, etc., needed to work in the DR. If not, then seek a humane way to send back its illegal population. Either way, the leadership had better set up. Haiti problems are sever and the international community has to step-in and help Haiti create conditions favorable for its national salvation.
