Santo Domingo.- A Dominican court has rejected appeals by importers associations to suspend decree 616-06, dated 13 December 2006, that prohibits the sale of fireworks of all types to the general public without a corresponding permit.

Meanwhile, Interior and Police minister, Franklin Almeyda, said yesterday that the fireworks regulating commission is willing to authorize imports for qualifying companies, on the understanding that they may not distribute them to the public.

This isanother case of a decree being issued where there is no thought of how thegovernment will enforce it.
Nightly, the children in my neighborhood, here in Santiago, light off firecrackers and other forms of fireworks with impunity. There is no 'patroling' of the neighborhoods by the police in an effort to enforce this decree.
It is this sort of ignoring of thelaw by the law enforcement agencies that has people up in arms over activities for which there are laws forbidding such actions.
The Police can 'blow their horn' all they want to about their enforcement activities, but in the final analysis, they are really doing nothing to enforce those laws that the public deserves to have enforced.
Until the National Police, the AMET and other enforcement agencies get their act together and start enforcing ALL the laws and ordnances, a ONE MILLION populataion of LAW OFFICERS will do nothing but drain the public coffers uselessly.
These people need to get out of thier precenct stations

And with the lack of giving alternatives in time, some bright brains started already to produce local fireworks based on the fosfor heads of matches with very fine steelwool mixed with some carbon, you have the best oneway ticket to an accident.

Maybe what they have too much in their head should be giving to those brainless idiots who created this law, without even taking thinking about the pos AND neg effects, but we are already aware that this goverment has that side-effect on many new laws ...

Stamping out firecrackers what a major goal to accomplish for this administration. Boy do they have the needs and the priorities of the Dominican society in order.

What outstanding statesmen! What extraordinary governance!
