SANTIAGO. - The commission from this city which studied the handling the dawn of December 12 of the Tavera dam, whose hastened drainage caused floods and which according to Civil Defense and Emergency Commission reports killed at least 30 people here and in the Northwest, concluded that the authorities didn’t handle the dam correctly by lowering its level once they learned of Tropical Storm Olga.

That conclusion, presented in a press conference in the hotel Gran Almirante today, states that during the 40 hours between midnight Sunday the 9th to 4 p.m. Tuesday the 11th the dam’s level “remained at 325.10 meters above sea level, without the need to lower the level which operating instructions and common sense dictates."

For the commission, it was the first mistake, "since if 500 cubic meters per second had been spilled during these 40 hours, instead of the 100 cubic meters per second which were turbined, 57 million additional cubic meters had been drained and which had the availability to receive the peak swelling which arrived from Tuesday night, December 11, at 11 p.m. and which, according to the authorities, reached 51 million cubic meters of water."

The investigators also say, that by publicly stated that everything was normal in the dam, mainly at Tavera "the authorities of INDRHI (water resources institute) and the National Emergency Commission (COE), “released information which correspond neither with the approaching reality, nor with what was occurring in the Tavera Dam."

"The procedure for opening the Tavera dam’s six floodgates wasn’t implemented  correctly, since they weren’t opened gradually, by pairs, as the instructive stipulates, but instead were opened suddenly, the six at the same time and that caused an extraordinary discharge with the capacity of flooding and destruction," the commission says.

It said there was no adequate handling of the dam during the swelling of the waters which reached the its crest, which it says was another error, since when seeing that at 10 p.m. the dam’s level rose to 326 meters and continued to rain intensely, “the correct thing was to warn Civil Defense and the COE to evacuate the residents in the zones near the Yaque river’s channel and begin to release 500 cubic meters per second, constantly."

The commission recommends a review of the emergency instructing operations for every Dominican dam, in order to update them "and prevent situations like what occurred at Tavera dam during the passage of the Olga storm from being repeated in the future, where the value of the stored water was more important for the authorities of the EGEHID and the CDEEE (State power companies), than lowering the risk of producing unnecessary deaths."

n addition to reviewing the instructions in each dam, which during waves, storms, hurricanes or any other phenomenon which produce extraordinary swellings in river basins, it says there should be a limit to the Sate power companies’ control in the dam’s operations.

The commission’s members are Rafael Corominas Pepín, Orlando Franco, Osiris de Leon, Ervin Vargas, Luis Peña, Danilo González, Rolando Martinez and Roberto Suriel, Carlos Manuel Estrella, Jose Devárez and Enmanuel Castillo.

Since the gvt was at fault as the commission states and nothing is mentioned as to the monetary compensation. How about the gvt, compensating the family of those 30 dead that were the main household providers?
All the commission spoke about and concluded that "it was their mistake, and had to reform their (SOP) standard operating procedure" as if we didn't know it all along before hand . Come on (LF) where is your guts ? All this after the Santiagueros got on your tail and demanded actions.Where is the beef?
This calls for a good law suit against the gvt of DR as it is in any civilized country .Repayments for damages inccured onto those people is mandatory without having to wait 10 years.
The answer would be, they were Haitians living by the river side illegaly. Wait and see what other (BS) they would cook up, so as to get out of repayments.
Santiagueros don't let the State go free and get away with it. Hire good lawyers that don't sell themselves to the highest bidder.

RANCIER, could not agree more with you.

I feel strongly about this issue because it is important that THE VOICES OF THE FAMILIES (regardless of nationality) affected as a result of gross negligence by govt officials are heard throughout the island. This is no different than the big dig ceiling collapse in Boston, MA (USA), if anything it should be an easier case given that dam operators did not follow proper procedures resulting casualties. Any lame excuses by the govt must be vehemently refuted by the people and all those in the media...

I echo RANCIER's comments -- Santiagueros don't let the State get away with it !!!

I watching a local tv station after it happen, and there were many houses and colmados, and fields of Platanos etc that were affected also. Rancier took the words right out of my mouth when i read this article.

Santiagueros Sue the hell out of the Gov. Get some of that itibis money.

Your synopsis is RIGHT ON.
This incident is symbolic of the ills which are endemic to all the Dominican governing agencies. They are manned by incompetemts and morons who have absolutely NO IDEA what they are mandated to do in any situation. In addition, ALL are prone to go immediately to a"PANIC MODE" when emergency situations arise for which theapplication of "common sense" is required for the protection of the populace.
Maybe someday?????

exactly, TB, just like that fellow Brown who was in charge of FEMA during the new orleans cleanup; a nincompoop appointed by political enablers. the only difference is that in the USA there are rules and laws. had this been the US, the line of trial lawyers waiting to sue the government would stretch for miles. the people would have been paid, or at least compensated by something other than promises.as we speak, Con Edison in new york is quaking in its shoes over the manhole explosion which almost killed the tow- truck driver. his lawyers are going to rake them into the dust. in this country, nothing is going to happen. political operatives will offer the families some livestock and a case of Presidente to shut up and go away!!

IT IS GREAT THAT THEY ARE INVESTIGATING WHY THIS HAPPENED HOWEVER, IT WOULD BE NICE IF THEY STOPPED LYING ABOUT WHAT HAPPENED AS WELL. AT LEAST 2,000 PEOPLE DIED WHEN THIS TRAGEDY HAPPENED AND IT IS A SHAME THAT THE GOVERNMENT IS LYING TO KEEP THE TRUTH FROM THE PEOPLE DURING THIS ELECTION YEAR. THOUSANDS OF PEOPLE LOST THEIR LIVES AND THEIR HOMES. SOME COMMUNITIES IN SANTIAGO STILL DO NOT HAVE REGULAR WATER SERVICE DUE TO THIS AS WELL.

I have not heard anything on this incident any furthur ! Come on 'SANTIAGUEROS' don't lose your
grip on this very important issue.If it needs be, take the case ouside of the country like the UN and see how your belover president (LF) comes out smelling like.. before election time.
Hire yourselves as a group a NY law firm and file suite agaist the gvt and the hydraulic minister as well and any one that gets in your way in that useless gvt. I feel upset because am one of you,(PROVINCIANO) Civae~no de zepa. If you don't have a law firm i'll be glad to give you a few.

If (LF) was able to get some US$6mn from a FL civil settlement, that we don't know what he did with. You should be able to get much more than that under "criminal negligence" & civil law suit.

Apply pressure onto the central gvt for their negligence and mishaps twice in one month. While their so call SUPERINTENDANT incharged are living a lavish life in the (CAPITA...) Also use your (PALANCAS) the MUNICIPALITY !
