SANTO DOMINGO .- The cardinal Nicolás de Jesús López Rodríguez today said he supported the bill on Aviation and Maritime Interception, which authorizes the shooting down of aircraft and the sinking of ships suspected of trafficking drugs.
"This country is out in the open, so all international criminals who want to come here arrive by air, sea and land," he said when stating his support for the purchase of Super Tucano intercept planes, worth US$100 million.
In that regard he said we in Dominican Republic need to protection. "My personal position is in fact that the country has to be given protection and I don’t understand the US position."
Last week the U.S. Embassy sent a missive to the Government noting its objection to the approval of said legislation.

I think we still only do that in Texas. It is still legal to shoot a horse or cattle thief on your property here as well as carry a gun on your person on your property without a permit.

We see that the DR Supreme Court had approved that CONCORDATO of 1954, 50 + years later declaring the DR a Roman Catholic and Apostolic Nation. Trujillo did that to get a good note from the Vatican and get the USA of his back for killing too many of his dissenters.

The US gvt is doing the right thing by not allowing the DR gvt purchase such expensive toys to put
them in the hands of irrisponsable untrained people, This money could be alocated for education
so highly needed ,hospitals & health,higher pay to DR doctors and nurses,HOSPITAL MAINT.and
staff.
I don't agree with the CARDENAL'S STAEMENT, who speaks as if he were a politician or a military
expert. He should stick to the religion ,helping out the monastery, educating the masses for free.
As for Washington not wanting the DR gvt to purchase such planes. Something could be worked
out, in its place let the USCG do the interception for them and follow the propper military procol .
Who more than DC would be interested in stopping the narco-traffikeering from entering US
waters, their object?.For that money US $100 millions they could buy10 migs 29 and be up
to date in the air force competition and technology. Again i guess it would be less kick back.

Notice he said suspected. I have no problem with forced landings with shoot down after attempt to evade. But shoot down as a out rite policy. I can see some crop duster biting the dust because he was flying low below radar and the government needs a photo op this week.

I could never understand how the Cardinal is a high-ranking military official. perhaps the ultimate authority. this is so 15th-century back wards. the cardinal is probably the primary reason why we haven't been given permission to down suspect planes,,,,,,,,,,, just something to consider.

BTW the US position on the matter is solely based on what is called "indirect responsibility issues"
because if the US provides radar intelligence and an unarmed civilian plane is shot down by mistake because of this intelligence information then the US will be liable and partly responsible because of this. This is why the US objection and warning to the DR authorities.
Dominican air force in action I have witnessed two P-51 crashes where there
was a peaceful parade and they were doing manuevers
and low level strafing and the planes crashed. Once in the ocean and another time in the city. During he civil war a P-51 plane bombing radio Santo Domingo bombed their target Radio Santo Domingo TV station, the palace and the US embassy at the same time and was shot down by unison anti - aircraft fire from Dominican junta army, US paratroopers and constitutionalist forces.
Pilots are good but because of budget restrictions they don't get enough hours in the air.
So shit could happen.

I personal do not have problem as long as there is a direct set of events tha must happen such a direct visual not radio signal that gets ignored. Video in the cockpit of the military air craft to prove the actions of the pilot being with in the rules.
And the milaarya ircraft must be in contact with cival ground control at all times to ensure it is not just a plane in trouble.
Flying low in itself is not grounds for suspecting drugs.

It is no big thing if he holds the rank of General, these are honorary positions as they oversee the chaplain programs in the Dominican Military.
Cardinal O'Connor (deceased) NY, was a a Rear Admiral in the Navy and was the highest ranking Chaplain and head of the Dept of Defense chaplaincy, of the chaplains of all of the military services and the head of all catholic chaplins. The NY Archdiocise had direct control of all catholic chaplains in the military.
So, El Cardenal, may have a quasi oficial role, to assure military men that they may shoot down aircraft used by "drug traffickers" much as US Chaplains assured US Soldiers that to kill the enemy was not a sin.
I just do not agree, with the position, of shooting aircraft because of the uncertainty of the system.
I would have a snake, pit and through them in, but I have to be real sure.
