As president Fernández comes and goes, so do the confrontations.
SANTO DOMINGO.- Public bickering among senior Government officials that have drawn the media’s attention in the last few weeks reveal president Leonel Fernandez’s lack of ability to exert discipline, just weeks after the inaugural of his second term.
Soon after the recent confrontation between Peravia senator Wilton Guerrero and Justice minister Radhamés Jiménez, whose assistants were accused of collaborating with drug traffickers in that province, the lawmaker also blamed Peravia Police commander general Hilario González and provincial governor Bienvenido Montero of “connivance” with the underworld, in the wake of the the murder of seven men whose bodies were found in Paya, Baní on August 5.
The flaps prompted the intervention of Fernandez’s ruling PLD party and led its general secretary and Senate president Reinaldo Pared to call on the parts to put an end to the controversy.
Guerrero - who insists on calling the investigation into the slayings a “whitwash,” alleging there were 1,200 kilos of cocaine and several million dollars in the place which have yet to turn up- was soon joined by La Vega senator Euclides Sanchez, who said judicial and police authorities conspire with narcotics traffickers and common thugs in his province.
The latest spat surfaced last week when Environment minister Jaime David Fernandez, after having accepted the post grudgingly and under alleged conditions, ignored the sale of lands around the Fortaleza San Luis, Santiago, by National Properties administrator Elías Wessin Chávez.
But Fernandez’s lack of ability to discipline underlings became notorious in his previous term in office when the then miniters of the Environment, Max Puig, and of Tourism, Felix Jimenez, waged a months-long battle over the potential development of the beach Bahia de las Aguilas in Jaragua National Park, and other protected areas.

Rio de Janeiro, Oct 7 (Prensa Latina) Cuban Foreign Minister Felipe Perez Roque welcomed Brazilian President Luiz Inacio Lula da Silva's initiative to call in Rio a LA/C Summit, Dec. 16-17.
It will be the first time the presidents of all 33 Latin American and Caribbean countries will meet, Felipe Perez Roque told Brazilian press.
The Cuban foreign minister said it is a paradox that LA/C leaders will meet for the first time in a LA/C context, because they have met so many times in a non-LA/C context., e.g., UN, OAS, and whatnot.

Now, there is a rivalry between LF and Lula for the top bourgeois leader in LA/C, both LF and Lula refuse the honor of top proletarian leader which Hugo Chavez claims uncontested.
Up to now, neither LF nor Chavez worried about Lula in the Caribbean because Lula was too LA and too worldly to care about C.
Lula finally realizes that C has about 15 votes in the UN and OAS and other forums.
Brazil historically competed against Argentina, not the DR, for the honor of bourgeois spokesperson for the LA.
Argentina stills doesn't care about C which means Argentina loses to Brazil.
Chavez wants to speak for LA/C but he wants a socialist LA/C which is not imminent as a state of affairs for the region because capitalism, although rotting at a faster pace, still has deep roots in LA/C.
Lula makes his move for regional bourgeois leader ... that is, LA/C not just LA ... at this time because LF was emerging uncontested for the role.
LF has more balls than Lula.

In pursuit of the top bourgeois position in the region, both LF and Lula compete for the support of Hugo Chavez. and his proletarians who are growing in numbers and strength.
When Nestor Kirchner was in power in Argentina, Chavez balanced the extremely ambitious Lula with the brilliant and strong ... but somewhat unambitious ... Nestor Kirchner.
Nestor Kirchner sunk back into the obscurity he loves. Nestor wanted neither the leadership of LA/C nor LA nor C nor even Argentina.
As Kirchner sunk, Lula made a deal with Bush who visited Rio in the spring of 2007, but the racketeering element of US financial sector cleaned out Brazil's huge currency reserves of $210 billions in the current financial crisis.
Bush screwed Lula and Lula is real mad. Lula didn't like being screwed.
So, Lula tries to unite LA and C under Lula.
This is too big for Lula, He lacks the balls and the vision, but his effort, as the Cuban foreign minister says, is still welcome.

Rich LA/Cs invest heavily in US securities markets and park a lot of their cash in US banks.
Much of the US bond market is hopelessly contaminated by bonds based on bad mortgages that reduced the market value of these bonds from the $25,000, the lowest denomination of a MBS, to a nickel. And the LA/Cs aren't going to get much, if anything, out of $700 billion bailout from the US regime or, the additional, $630 bailout from the FED.
Then, on top of the troubled bond market, the stock or equities market fell over ... 2000 points !!!! ... in less than a month, forcing many shareholders to sell at great losses.
Now, US banks are falling apart. Although the deposits are insured up to $100,000 or temporarily to $250,000, these limits often don't cover the balances in the accounts of rich LA/C depositors.
What else that's bad can happen to pro-imperialist elite in the region?
