SANTO DOMINGO. – The Chamber of Deputies, with 87 votes in favor and 11 against, and without the vote of the opposition PRD party, yesterday approved the US$93 million loan to buy eight Super Tucano airplanes to from Brazil.

Eleven deputies of the ruling PLD party voted against the piece and one abstained.

The Senate already passed the financing agreement September 16 and will be sent to president Leonel Fernandez who’s expected to quickly sign it into law, since he has expressed the need to provide the country with an effective weapon to force down planes suspected of carrying drugs into Dominican airspace.

Branch for its and  this form to carry out the agreement  financing with Bank National Economic and Social Development to buy the pursuit airplanes Super Tucano AT-26, made by the company Embraer.

The Tucano's will help for the impending Dominican-Haitian war of 2009 to give us an edge against machete wielding Haitian mobs. Too bad they won't be delivered to us for years.
From the many postings of the last few days, I have concluded that there are definitely advanced
troops trying to cause havoc and inciting inflamatory exchanges between Dominicans and Haitians.
This plan started with the excuse of the bird flu fever and the rejection of the Dominican eggs and chicken purchases by the Haitians. Also the very near fatal close call given to our president
Fernandez on his trip to Haiti and rain of rocks that were thrown to him, plus the constant chanting
of "cursed Dominicans". Then came the rejection and refusal of the Dominican aid sent to Haiti and the advance legion of Haitian spin masters to confuse our citizens.
An international Dominican-Haitian incident is probably in the works now to attract attention to the matter and make the Haitians pose as victims of the

From the looks of it Rene Preval the ruler of Haiti is no great admirer or friend of the DR and we are the only country because of our borders with Haiti that the Haitians can use as an excuse to pose as victims and demand money and aid from the international community.
This is what I have heard from a good source.
Some of the ingredients of this plan have already come to past, others are still pending.
As Dominicans we must not fall for this plot to discredit us and use us to get international assistance from unsuspecting countries.

The mastermind of this plan and the actual creator was none other than Titi (President) Aristide.
The purpose of the distraction and the creation of the artificial Haitian-Dominican incident was to bring international awareness to the unjust "reparation" monies that were sent by Haiti to France in the sums of millions of French Francs, equivalent to billions today back in the 19TH Century.
This unjust, grossly unfair and discriminate penalty to the Haitian economy effectively bankrupted
the Haitian economy for generations to come.
And the Aristide government was demanding that France pay it back. If you know French politics at all you know that this wasn't going to happen anytime soon and the consequences were
that this was one of the causes that Aristide was removed from office quickly.
So that is the well conceived and most brilliant plan from a desperate country in urgent need
of foreign capital to nourish their infrastructure

I have always been a conservative at heart, but my skin is brown and my ancestry is Latin.
I remember a long struggle with political persecution, the unjust jailing and imprisonment and
torture of my father for the simple reason that he was vocal against Trujillo and a friend of the USA.
I remember all the discrimination in US jr high and high school, the beatings, the name calling "spick",
greaser, wetback, Rican, and so forth.
Even in the armed services Latins were cannon fodder and were assigned the lowest and most dangerous tasks along with blacks.
Now is our time, time to redeem all that ugly and sad past. The USA voters have spoken, the future is bright, things will be uneasy for a few months but then the light will shine for Americans
as well as blacks, Latins, and people from all nationalities that comprise the melting pot
of our beautiful and democratic good old US of A.

Generoso. It's great to know you have a sense of humor. However I experienced similar problems. I grew up in Corona Queens which was a predominantly Italian-American neighborhood at the time. Correction:
Dominicans will NEVER invade Haiti for occupational purposes, NEVER in a million years.
Juan Bosch once in 1962 almost started a war with Haiti because the embassy grounds in Port Au
Prince was violated by the Ton Ton Macoutes and Dominicans were lining up to volunteer in the DR armed forces en masse. But nothing happened.
Haitians historically are a very proud and nationalistic nation, God help any invasion force that will enter Haitian territory uninvited.
Not even Fidel Castro their next door neighbor which is a stone throw from Cuba wanted to start
that fight for the simple reason is that IF you do occupy Haiti and overthrow the government then what happens next?
You have to police the Haitians, feed them, clothed them and provide security, that my friend is what happened in Iraq (is called Nation building) and that's what destroyed and sank the US economy for the next 25 years.

In the early 20Th Century the Dominican and Haitian doctors went to France to study at the Sorbonne a type of medicine called "medicine tropicale" that was a general type of medicine for the general practioner.
Some of those old doctors were the teachers and mentors of the present generation. So famous names were Dr.Charles Dunlop, (black as coal) one of Balaguer's personal physician, Dr. Goico,
Dr. Kourie, the famous Dr. Heriberto Pieter of the oncology clinic (Haitian born) and many others.
I remembered I met Dr.Pieter who was dark as charcoal and he impressed me so much that I
regarded him not only as a healer but also as a holy man.
We have so much to contribute and at the same time fight the forces of the ugly racism (from both sides), elitism and exclusivism that are permeating Dominican-Haitian relations.
It's our duty and our task as mentors and teachers of the present generation.

Napoleonic code that rules us.
The best Dominican lawyers, mentors and teachers for this generation to name just a few,
Dr. Messina, Dr. Peña Gomez (yes the same one), Dr. Pacheco, Dr, Balaguer and many others.
So much good French influence in our legal and health professionals
and they brought back a big contribution from France to enrich the Dominican natives that could not afford or had other educational handicaps and could not travel abroad.

I once saw with my own eyes in Haiti. One (not many, just one) Haitian Riot Police in full gear turn back 300 to 500 Haitians who were doing a Riot. That is what I am talking about, the Haitians are very uneducated scared people. Overtaking them is easy, dealing with them, building up a Nation with uneducated people, now that is dificult. We don't need any planes to take over Haiti. In time you will see, the U.S. will make D.R. take over Haiti because they know the D.R. will do a better job than the U.N. is doing at the moment in Haiti which is nothing. Mr Sloth, the fact that one military officer could single handedly quell a mob of Haitians does not necessarily indicate that they are, as you put it "uneducated and scared". it could have to do with their response to authority, which would be a plus in times of warfare. i do not think that they are any less educated today than they were during the Haitian revolution. go ask the French if they were easy to defeat.

I see your point but I really don't want to take any sides. I appreciate both of you guys comments and I don't agree with them like someone said but I will fight to the death for your right to say them.
As an old soldier who has seen too many wars and has too many wounds that still hurt, when I hear gunshots whizzing by ....I hit the ground pronto! and wait for the shooting to end.

it is a waste of money because what they are to do now is, that instead of the marine dancing, drinking and eating with the Capo. now it is the turn for airforce men to have their chance. what a joke this is. it will cost about 1000.00 USD to flight one of those plane for an hour now that would be x 8 x 7 that's a lot of cash.

Hey Dread, "Motherland, Fatherland or HOMELAND" , do you know that when Bush Announced (unleashed) the Dept. of HOMELAND SECURITY to the American people he used the same speech, WORD FOR WORD that Adolph Hitler used when he introduced the GESTAPO to the German people!!!!!!!!!!! This is the same tiresome diatribe that ONG'S use in Dominican Republic on and on, race meaning is used according to their needs and agenda of the moment is like "I can call you ugly

AHHH! it appears "La hermano grande" (BIG BROTHER) is alive and well here as well as the U.S.. My wife just took a phone call from a "secretary" questioning as to why I was speaking badly of the president!!!!!!!!!!! She is Dominican and needless to say very nervous at this moment. If my somewhat cynical rhetoric seems a little subdued in the future please know that my opinions are the same for the sake of harmony at home. Maybe I'll try to talk over their heads with between the lines innuendo to make my feelings known. WOW, I decided to live here instead of the states to get away from this crap.

Don't bad mouth the French please in my presence, they are ungrateful to the Americans because
Americans are so uneducated, and unrefined brutes with a cowboy mentality, so they say.
The French are more "sensitive", cultured and refined in the arts. We are only the sons and daughters of pirates and filibusters belonging to "ultramer" as they say or "ultramerde".
While I was living and studying for a bit in France before they kicked me out, it was funny that my French friends whenever the bill for dinner came, none ever made a gesture to even remotely think about paying for it. Sometimes they left hurriedly to the bathroom before the bill arrived. I don't know what the problem is with paying for services rendered or making Americans or Latins, pay for them. They must think since they are so superior that we must pay for them always.
It's just the way they are and the way they were brought up. They are really good soldiers though especially for guarding the "rear".

Don't know why the planes were bought other than to accept bribe money, I don't think there's any interest in truly fighting the drug war, if there was they would have put in tougher entry requirements to Colombian nationals a LONG time ago. Apparently the loosening of these is what made it so easy for them to establish satellites of their cartels/organizations in DR (nothing against Colombians, said so by Dominican newspapers and Vincho)

Once again I came to the conclusion that there is not more racist people than our dear neighbors, It is wrong to call them names but is fine for them to call derogatory terms to other races without any humane respect, I accept being cretine but not to have double standard, in my book I measure with the same ruler and I do have principles and ethics.
