Political leaning and tendencies aside, what on earth does the U.S. Probe into Haitians living in the DR have to do with anything in the US. Everyone who posts here, the folks who live in the DR (both legal and illegal) the local DR Government, all know that there is a problem. The issue as David Robinson states is that they are "UnDocumented". In the US a while back the same catch phrase started being used versus Illegal. Please, give me a break.. Undocumented or Illegal both mean they are somewhere thay are not authorized to live or work and are a burden to the system they are taking advantage of. If you give them documentation it would basically say their name that they are not authorized to work or live in the DR, WHAT THE HELL IS THE POINT.

First of all, Yumnuk3 I feel ur comments and it is sad. But in reality, these stiff shirt US bureaucrats (like Fannin) don't really give a DAMN!
But there will be some like Max Waters & the new President that will see the weak Haitian border as a major US security risk. The school districts use it as a tool to place them all in Bilingual Education for additional funds (but bilingual means the teacher speaks English but teaches the kids in Spanish). Yes my friend, I predicted that same outcome, and I'm not the only one who saw it coming. Even intellectuals of the caliber of Bernardo Vega predicted this same outcome. I can only pray for the US to find a solution to their economic crisis, cuz if they don't, it will not be long before the effects are felt on the DR, and that will be the time when things will get really nasty, believe me.

Sarcasm aside, I grew up in the Eastern Region of the DR so I am familiar with the Bateyes. Most of my uncles worked for the Central Romana as Mayordomos (Mayors) of some of these bateyes. I bull s**t you not, the living conditions in some of these places made Belzec look like a resort. There is a pervasive, unspoken hatred of Haitians and dark-skinned people in the DR. Ignoring this ugly fact only serves to perpetuate it...

Feel free to speak about Ulises Heureaux if you wish to since you seem to bring him up frequently. There has not been a discussion concerning the matter that you desire to so why not go to the forum section and open a thread there dedicated to that subject and see where it leads. I also do not think you give the people here enough credit about the knowledge of the Haitian nation or its people. The vast majority, including myself have never bashed anyone verbally nor made derrogitory remarks based upon skin color and a lot of us in DT have been to Haiti and I for one actually worked there in the mid-90's. You should read the responses as well as Generoso actually commented on the subject that you have brought up at length.

c) An economic stimulus in the border region to encourage more commerce between the border towns (on both sides)

e) Investment on agriculture and reforestation on both sides of the border, specially on the areas surrounding the Artibonite river on the other side of the border, which could be considered the main agricultural region on Haiti, since most of the little production of rice of that country comes from that area. a) I think you have some really good ideas but they need to be expanded.
b) There are Hotel and food management schools, most are private. You will find a problem with "government funding". As it is the education department has a very low budget. It should be between
4.7 % to 7.9% of GDP but it is way lower than that.
c) There have been many "economic stimulus" laws in DR to attract new industries to the border region.
I visited an free zone industry near Jimani but they were having serious Haitian labor problems and were going to close.

It's all true but a few years ago Haiti had "Habitacion Leclerc", "Le Relais du les Emperor", Club Mediterranee, The Holoffson Hotel, El Rancho.
Where are they now?

An investor needs confidence to put his hard earned money in a foreign country with the assurance
that he will get it back, when he wants it and with a profit. That is very simple.
The Haitian investment and political stability track record has been disastrous and chaotic.
So first things first like providing security so you will not be assaulted.,kidnapped and killed by armed thugs.
And all of this would take time, this is why tourism will develop but it will take longer. Agriculture

And that, my friend, has always been Haiti's dilemma on the political arena. I like to name it the battle between the Toussaint mentality vs. the Moyse mentality. Toussaint only wanted to get the country independent only after achieving the necessary economic and human resources that would enable it to withstand successfully anything that its enemies would throw its way, while Moyse (and later his successor on the isolationist party, Dessalines), wanted the country to cut all ties with the outside, preferring to keep it as nothing more than a big, glorified african village.

c) An economic stimulus in the border region to encourage more commerce between the border towns (on both sides)
d) Direct investment from Dominican Businesses in Haiti to encourage Haitians to stay at home and work

b) There are Hotel and food management schools, most are private. You will find a problem with "government funding". As it is the education department has a very low budget. It should be between
4.7 % to 7.9% of GDP but it is way lower than that.
c) There have been many "economic stimulus" laws in DR to attract new industries to the border region.
I visited an free zone industry near Jimani but they were having serious Haitian labor problems and were going to close.
d) DR business are not going to invest in Haiti because of many reasons one of them is animadversion and the other big one is trust. Once I was in PAP with a group of DR businessmen
in a bank and when we went outside some poor men was taking a dump in the middle of the street, one of the DR businessmen said to me after witnessing this event: "I will not do business
in a country were persons crap in the street" end of story.
That is a big, big huge one.
e) Investment on agriculture and reforestation on both sides of the border, specially on the areas surrounding the Artibonite river on the other side of the border, which could be considered the main agricultural region on Haiti, since most of the little production of rice on that country comes from that area.
Agriculture is the key, reforestation is the formula, to use Haitian labor in their own country is the ticket. The only thing we need is money! But not to throw money at the corrupt bureaucrats where they will keep 99 out of every hundred.
The most beautiful pristine and virgin beaches are in Haiti just waiting to be exploited.
Petit Goave was stunning. Tortuga island (where the pirates movies where filmed with Johnny Depp) is considered to have some of the worlds prettiest beaches. And on and on and on.

And that, my friend, has always been Haiti's dilemma on the political arena. I like to name it the battle between the Toussaint mentality vs. the Moyse mentality. Toussaint only wanted to get the country independent only after achieving the necessary economic and human resources that would enable it to withstand successfully anything that its enemies would throw its way, while Moyse (and later his successor on the isolationist party, Dessalines), wanted the country to cut all ties with the outside, preferring to keep it as nothing more than a big, glorified african village.

and were beaten back time and time again.
