SANTO DOMINGO.- The Catholic church affirms that bureaucracy and inertia reign in many Government agencies, that their chiefs sidestep planning and are “striking out blindly” without information, where there’s a lack of creativity, dynamism and a vision on the country that we wish to build.
The scolding is the latest blast against the government, after business associations, popular groups and of civil society have blasted its lack of effective plans to confront the lingering problems, in addition to those expected to soon reach the country from the global financial crisis.
The Catholic Church, in the Editorial in its weekly publication Camino, says the routine and even parasitism lurk around the many offices, where their employees are being dragged like a leaf floating down a river. “The case is so serious that we’ve seen through history ministries giving money back to the National Treasury at the end of the year, because they didn’t find what to use it in.”
It said the most convincing proof of ineptitude and lack of management in the ministries is that while our communities are full of needs, basic services are lacking and drag deficiencies that continue from one decade to another without being solved.
Camino adds that this situation brings about irritation among the inhabitants in many towns, who live suspended amid a progress that makes its presence in other zones of the country, sparking popular protests that spill innocent blood. “How many mothers will cry forever the loss of a son who left inopportunely as a result of a bullet lodged in youthful years and those responsible get wrapped within the penumbra of time and forgetfulness.”
“How much tension and violence we would spare the nation if we were to have Cabinet Ministries whose members were capable people, with a vocation of service and with a work attitude that surmounts all the obstacles they find,” the weekly said, adding that “It’s enough already that even to change a lamp in a park the approval and the permit from the President must be sought. Let us open the door of progress and institutionalism assuming each one the role society has assigned them.”

The only thing they are thinking of is filling their pockets with as much cash as possible and surviving the next 4 years. Domericano, i expressed the same opinion before, but with a different take. to me , Leonel has ideas, but is lazy. i think he believed at the outset that he could make a difference. he was filled with vinegar at the beginning, then he realised that governance is hard work. so, he decided to just give up, and take the money and run.

Dread, it seems to me that he's using the government as his own personal all expenses paid travel agency. He might be on a 4 year vacation!! What the hell he makes more money when he's away from the DR. Even here he arrainges meetings at Casa de Campo, what drudgery, doesn't make you feel sorry for the poor guy having to endure an entire weekend at Casa de Campo to discuss what? the details for the next scam/scandal! I'd like to see something done for the actual prople that live here, not only for tourists. Highways, bridges and monuments don't mean anything if you can't afford a vehicle or the gasoline to use the roads and see the monuments! Don't get me wrong, we do need good roads and bridges but these should be in second place behind the education, health and welfare of the people. Electricity and clean water are included in the health and welfare. Okay, there are a couple of tough issues, so get tough, others are no brainers, put money where it's needed to get it done.

Fellows this is the way it works, I have been in both sides of the equation.
1.Nice, full of new and revolutionary ideas, professor intellectual type is elected.
2. Once in power finds out there are a lot of very powerful interests that he can not lock horns with,
some in his own political party and some that financed his way to the top.
3. He surrounds himself with "the honeys from power" and the corresponding sycophants that are constantly asking for favors, constantly brown nosing him and offering a distorted reality of what surrounds him.
4. His tight "inner circle" keeps him effectively sheltered from individuals that might offer to him a dose of reality and keep feeding him daily distractions and paint a rosy and most of the time unrealistic picture of the present and future.
5. The professor intellectual President goes into his internet and book worm cocoon and further hides from the unpleasant realities that he must face in a day to day basis.

unpleasantly removed from his armored jipeta.
9. He goes back to reading, writing and giving lectures to his faithful students and followers, and he is really happy now because now he has no worries and his financial future is taking care of.

Sorry to get back to the subject , but I think the editorial is correct especially the comments about the lack of basic services that simply never improve from year to year. AndI agree that the employees in the government offices are being dragged like a leaf down the river. The problem is that the spanish never had an administation service to equal the british and so there is no prior good example.
I suppose the best idea woulld be to call in a good administrion team from a country like Singapore or or Korea where there has been a conversion from poverty to wealth with first class government administration, I can not see any Dominican ever being able to change the administration system even if they may have had a few years in NY.. It really needs a new broom.

Ricardolito, that will go down in the annals of the forum as one of the most insightful of all comments made here. as my old friend (come to think of it, all my friends are old) used to say "what a man does not know is older than he is". which means that you cannot be proficient at something you do not understand well. governance is not something which was a spanish strong suit, so there is no legacy of any information about that endeavour floating around in ex-spanish colonies. modalities of modern governance will have to be introduced from outside countries, preferably the ones you mentioned.
