SANTO DOMINGO.- The Court for Municipal Matters in greater Santo Domingo’s Luperón avenue today resumes the hearings in the lawsuit filed by the Los Cacicazgos Neighborhood Board, against the builders of the luxury highrise Torre Plata.
The landmark case may set a precedent in the enforcement of urban zoning laws.
In the hearing slated for 9 a.m. will have to appear the Spaniards Antonio Matutes and Abel Matutes Prats, representatives of the company Promociones y Proyectos, who the neighbors accuse of building nine floors of the building without the permits.
If they don’t appear this time, the court could rule for the Justice Ministry and the plaintiffs, declaring the Spaniards in contempt of court and issue a warrant for their arrest.

I was going to quote the same line! It seems to me this is akin to the border control issue, they have the regulations in place yet fail to enforce them or when the do it is with the Bani eye syndrome that causes one hand to be placed out in front of them with the palm facing upward.
During this time 7 year period some rational moderate sustainable urban development plan can be explored to improve and maintain a better qualty of life for ALL Capitaleños!
