SANTO DOMINGO.- Dominican zoning law and the residents of Los Cacicazgos today won a court round in the judicial proceedings against the builders and developers of the Torre de Plata, accused of erecting nine floors of the building without a permit.
This morning judge Franny Manuel González, of the Court for Municipal Matters of Luperón avenue, issued an warrant to arrest the Spaniards Antonio Matutes Juan and Abel Matutes Prats, of the company Promociones y Proyectos, for failing to appear in court despite being notified even by telephone in Spain.
The judge handed down the ruling after the lawyer of the Los Cacicazgos Neighborhood Board, Miriam Paulino, asked the court to issue the arrest warrant for the third time, and after she filed evidence showing the company’s registered address is the Hotel Dominican Fiesta, located on Anacaona avenue #3.
Ramon Ménde Ciccone, representative of Ciccar, the building’s construction company, also failed to appear in today’s hearing, and his lawyer alleged the defendant has health problems.
"We’re very happy that justice is finally going to be served, that the arrest of the defendants has been ordered. We feel very glad that the court has decided to understand the pain of the victims and not prolong it indefinitely but to know that on the 12th (November) the hearing will definitively take place with the presence of the parts under arrest," Paulino said.

Apparently, there is much more going on there than the public thinks.
I have read in other forums that other hotel chains like Hodelpa and other major developers are involved in the obstruction of this Dominican Fiesta Hotel joint venture investment, because this project would be a competition they could not handle. It seems like this is a story of intrigue and vice (maldad).
If that is true, it woulf be pretty sad. Because than that our legal system leans itsself for that kind of manipulation. That would be utterly wrong.
The punishment proposed is way too harsh as well. They could fine them or ask to demolish and built the project in another area, but not order emprisonment. That goes too far! They went too far. The government should appoint a commission to investigate. Justice should prevail, not connections nor interests.

What a statement, it is illegal now but why was it allowed to be put up!! Another example of those who were purchased to let the project go through have now been bought by more money. The solution-- Not only do you throw your previous benefactors under the bus, you reccomend jail time as well. What friends!!!!!!!

Everything from Flooring companies to Air conditioning.

Even the financial sector. No Construction? No Loans. No Mortgages.
Then take in to account all those people will stop spending money. No more Supermarkets. Movies, CDs, clothes, shoes, appliances, cars. Gasoline, ....the list is virtually endless.
A 7 year moratorium? Even your local zapatero will feel the pinch!

All joking aside, what I would suggest is moratorium of 7; it could be 5 or even 10 after careful analysis.
This would be in coordination with development plans for the south, west, north, and east; in a balanced approach to develop economic and social infrastructure to bring a fair level of rational and sustainable development to the entire country.
Not this insane politically motivated irrational all the eggs in one basket i.e. La Capital development model which has for a long time reached the point of diminishing return.
This would stimulate the economy like nothing you have ever seen. Imagine a coastal train system along the entire coastline of the republic.
How that would alleviate travel time, move goods and people all around the country improve internal tourism. During the building phase the tens of thousands of direct, indirect temporary and permanent jobs it would create in the local communities as it is being built.
