Chief Justice says high Court needs new leadership
SANTO DOMINGO.- The Supreme Court ruled to reject the challenge on constitutional grounds filed by the PRD, Dominican Republic’s leading opposition party, and the Alternative Social Forum, against the 130 million dollar loan contract between the Government and the company Sun Land.
The High court handed down the split decision with the justices Eglis Margarita Esmurdoc, Ana Rosa Bergés and Julio Aníbal Suárez casting dissident votes.
FILE.- The Supreme Court (SCJ) began at 10:42 a.m. Thursday to read its 35 page verdict on the challenge on constitutional grounds in the Sun Land case, whereas its Chief Justice said the high Court needs “a new leadership.”
Prior to the start of the reading Chief justice Jorge Subero affirmed that there are no elements of a political nature that contaminate the decision, and that due to “purely technical” reasons the ruling wasn’t handed down yesterday.
He said the justices were divided in the ruling, as the dissidents voted against the majority decision.
Subero added that the high Court needs “a new leadership” capable of achieving the uniform criterion.

Another sad day in our sad institutional life.
Yes, it was a victory for the government but who actually lost?
Some of us like to think we are not so Banana Republic anymore and then this voices remember us how wrong we are. From now on, no Dominican president (forget the political side) strictly will need our Congress to get a loan that all of us are going to pay. Our presidents even do not have to tell us what they did with the money. And now you will see all those monkeys dancing for their money in the media saying everything is alright. What a country we live in!

No money for school salary
Hacienda Minister Vicente Bengoa says there is not enough money in the budget to pay out the "14th" wage that Congress passed in November. The extra salary is intended to help government employees to equip their children for the new school year. Bengoa says the 14th wage should be postponed till 2010. Bengoa said the 14th wage equals an extra RD$3.5 billion. The 2009 budget is already showing a deficit.
The bill stipulates that government employees who make up to RD$30,000 per month will be paid an extra paycheck before the start of the school year. The bill was due to take effect on 29 July 2009.

Public employees who only earn a minimum salary will get the complete "14th salary" paycheck while those who make the equivalent of two minimum salaries will get 80% of their salaries as part of the 14th salary. Employees who make between four and five minimum salaries will receive 60% of their salaries.
