Bahia de las Aguilas and Pedernales are a long way from the capital.
Zoom Picture

SANTO DOMINGO.- Individuals are invading Government Lands in southwestern Pedernales province since talk that a tourism development plan would begin in the zone, with the pretext of keeping the region’s “powerful” from taking over them, Bahia de las Aguilas among them.

Marino Jose said that hundreds of people have invaded State lands after concern spread regarding the Tourism Ministry’s announcements of investments for the region, since nobody knows anything.

He said those occupations take place because a very small group that isn’t even from that locality, and which has been disputing Pedernales, including lands involved in court cases for several years. “The people of Pedernales are aware of the injustice being committed, they know there’s a disadvantage towards this zone’s residents and that forged land deeds have been obtained; then people have organized themselves and have parceled out Pedernales from tip to toe.”

Jose estimated that 700 people have carried the invasions to become “guardians against the powerful” that would take those lands.

Ecotourism potential

The regions’ 60 natural attractions of great beauty, said Jose, and the province’s large flora and fauna endemism is the Caribbean larges, while 73 percent of is territory is virgin.

He said the lack of access infrastructure is also a problem, though noted that the Environment Ministry recently built a visitors center built in Bahia de las Aguilas, with Spanish Cooperation Agency funds.

it is not a pretty picture when the common man begins to perceive tourism as the sole province of "the powerful". it is one thing to write scholarly articles about the disadvantages , and lack of benefits to locals, associated with the current modalities. but when the average Joe ( not Joe the plumber) begins to sense the dynamics, and see himself as being used and discarded, we have the kernels of social disaffectation and unrest. these guys would be advised to proceed with caution in this latest venture. inviting multinational players to set up skyscraper hotels, destroy the environment and ecology, and leave the area like Puerto Plata, is getting old. something is going to end up real bad!

The squatters know that if they play their cards right they will get a relocation check from someone once the work begins. That's what this is all about , look around the country ,do you really beleive they care about the preserving this area. I hope I am wrong , but unlikely.

Jander, nobody gets relocation checks for squatting. just ask the squatters in Long Beach, PP. 24 hour notices to vacate, followed by Messrs Caterpillar , John Deere, and a parade of Mack dump trucks.

Dread, the casetas owners were indemnified to some extent in Long Beach. Only they'd rather bitch than boast. In that case, it looks like somebody thought that spending a huge amount of taxpayers' money to revamp the area would attract investors and lure them into buying on Hermanas Mirabal, Long Beach and the Malecon. Only, I still have to see the first 7 storey building, and it doesn't look like anybody is interested. Understandably so. Maybe they should install heads to the casetas; the Malecon now potentially holds the infamous record of the Largest Urinal in the World!

Pedernales: I tend to agree with Jander: wannabe extorsionists.

I also agree with GC: they're in for a long, long wait, because nobody knows who owns what in Bahia, with the legal mess and fifty different people holding title to the same piece of land. Subero will retire before this is all cleaned up, and no investor with half a brain will invest 50 cents there. Unless, of course, a distinguido licenciado...

Dread,

It is indeed a sad state of affairs. In most LA countries and in other 3rd. world areas most people flock to the capitol because that is supposedly where the work is. IF they are squating in the Bahia because someone is going to build a hotel in the near furture so they can be first in line for the job.......

Professional squatters move around the country like hungry vultures looking for handouts.
Sometimes they are swiftly removed by property owners with some influence and a mean staff
of shotgun wielding help or paid military.
They go from place to place invading land, a few months ago they were in Bavaro, then they moved to Las Terrenas, now their attention span takes them to Bahia de las Aguilas.
These gang of delinquents have to dealt with with a strong hammer like hand with a resolute disposition otherwise they take months and years to relocate and they ravage the property where they camp out in.

I know I am right becuase when I bought my house in Arroyo Hondo, there were squatters living in the government owned 'area verde" The only way we could get them out was that all of the people living around this park were asked to pay 10,000 RD (not a lot) but take that times 40 residents and it is a good chunk of change. Once that was paid the governmnet came in with troops and trucks and moved them away. We were happy to pay this as the squatters created an eyesore and our property values went up exponentially. In fact in 5 years they doubled .. (love this place)

I know it does happen..

in the English caribbean, there is a law called "Adverse Possession". if you allow a squatter to stay on your property unmolested for 7 years, you have ceded the property to him. outside of that, he can be summarily removed, with no need to pay a dime. the laws and customs in the DR are a little more chaotic.
