SANTO DOMINGO.- Police chief Rafael Guzmán Sunday said civilians who carry guns become the targets of thugs, and affirmed that since the strict policy to disarm criminals began the thefts of weapons from civilians has increased.
He said it’s concerning that criminals are using those guns stolen from civilians, most of them killed during holdups, noting that from eight arms stolen in one month, the number rose to 34, although the current figure is 24.
The police chief also justified the Interior and Police Ministry’s resolution to ban carrying guns during December, aimed at reducing crime.
Interviewed on the "Finjus" program on CDN, Guzmán asked the population to become aware of what it means to carry a gun and the risk of having them in visible places.

The police were NO SHOWS!

In many cases, the police have a good idea who the real crimminals are, especialy gangs that sell drugs, steal cars and kidnap, yet I have not heard of any police operation to destroy these gangs. Getting guns out of the hands of criminals might be a good way of reassuring the population that they (the police) are serious about fighting crime.

Mostly all criminals study and even stalk there victims. If you own a GUN are you ready to use Deadly force, Just think of all the crime that has been commented with stolen guns. Here in California [ Compton, California ] we just had a yearly GUN turn IN, with no questions asked....RIGHT all Guns were checked to make sure they were stolen or used in a crime, figure that. Each person who turned in a WORKING NON WORKING NON-USED IN A CRIME GUN was given a Get this, $100.00 gift certificate, most if not all asked for Grocery / food certificates. Not one mention was made of the total Gun related Crime for that week-end in Compton California which DID NOT DROP at all. The real sad part is since all GUNS turned in were registered and from hard working Law Abiding Citizens / Family's THE REAL QUESTION IS who will protect these Fire armless defenseless Family's....At least they'll have food to eat, I mean something the Criminals will use to target there victims anyway.

If your a gun owner, is your Wife and older Children proficient in it's USE and SAFETY.
As a Family make up secret words meaning different Dangers.
Always be aware of your surroundings.
Never travel alone.
Avoid talking to total strangers or neighbors about your person information.
Never use the same route to and from work.
Always look out for strangers hanging around you home, work place etc..etc..
Friends are the ones who would probably will be connected in some way to you being a victim.
Avoid flashy clothes and material items such as Jewelery.
Never carry large sums of cash.
Be careful of surprise stranger visits to your home.
Get to know and share information with your neighbors.

Life is cheap, My Cousin told me of a story of his friend and his Wife while on vacation in Caracas who were stopped on a lonely Highway carjacked, robbed, stripped of there clothes and left on the highway stark naked. Don't know all the details but I'm sure a little common sense, preventive measures, and little old 6th sense could have maybe prevented that incident. In the DR why even have Police in nice clean pressed uniforms if they won't do there jobs to Protect Life, Property and the innocent under the Law. Sounds like the DR needs a CRIMINAL GANG UNIT. To this day I still live by those rules of self preservation....NOTHING ON GODS GREEN EARTH IS WORTH YOUR LIFE, TAKE EXTREME CAUTION.

I'm not one to brag but damn since your that good of a shot....But you failed to mention the caliber, make, model and load in your Firearm of choice, but thats alright, if your that good I'll like to challenge you to a shooting match, we can also try a short quarter combat course, or my personal favor et long distance shooting engaging targets up to 200 yds and beyond on the target range of course. As a Firearm collector and trainer I would love the chance to share my deadly skills, heck I'll even supply the firearms and ammo. It's fun and easy. My problem is every time I shot a hole threw something center mass in the past it never bounced back for a second shot that defies the Law of physics, you must be a trick shot and work for the Circus, right. I prefer a Sig Sauer 9mm because it has less recoil than a .40 caliber and more accurate.
Equinox (night and day) is optimal because the Sig armorers go through them carefully.
Load is 115 gr.works fine with me or sub-sonic 147 gr. using a threaded barrel with a can. Capiche?

.45 is slow and butt heavy but a good subsonic stopper.
Don't like single actions pistolas, they don't carry enough rounds in single row mag.
1911 Browning design is antiquated and obsolete, although reliable.

All have made great choices, When I carry my Mod. 1911 I use Rem. 185 gr. jhp which for guys who like a little more speed and splat that's the load, I like my Sig pro in a 40 cal. when I carry that I use Fed. 180 gr. fmj I like the speed and penetration associated vs. my 1911, when it comes to 9mm I'll prefer my CZ mod. 75 compact with Win. 124 gr. fmj it's small, very reliable and deadly accurate, but being a old guy from the old school my favorite is still my OL SS 5- shot Ruger 357 mag. SP model with Rem. 125 gr. jhp guarantee spat on the first hit. Many prefer autos which is great, some people fell safe and secure with extra rounds which I won't knock. IT'S ALL ABOUT WHAT ONE FELLS SAFE AND SECURE WITH, THAT COUNTS. HAPPY SHOOTING....

For all of us with real combat experience we know that the 9mm is not the ideal man stopper but it is a cartridge that can be easily obtained in any corner of the world. And the range of loads go from sub-sonic to the "quad" HE sub-machinegun load.
The Mossad asasination squads prefer the .22 short with a silencer for close quarter termination.
The .40 caliber is the best all around modern pistol cartridge as the .45 is almost 100 years old
today and the ballistics are not optimal.

For those with Combat experience we all hated when the US switched to 9mm in exchange for NATO switching to .223.
The .45 is a tried and true round that will knocked down the most hopped up Jihadist around.
Speaking from experience if you need more than 7 rounds in a civilian combat situation you are dead already.
The mob has been using the .22 for hits for over 75 years. The Israelis jsut coppied what works.

Never said anything about "old technology" what I said was that it was for "old coggers" since it is a "traditionalist" round. A few years back mostly all state troopers and police had .45 sidearms and they refused to switch with the same argument. My point is that more rounds available increase the odds of a hit.
That's why the armed forces went from 7.62mm to 5.56mm just a question off more firepower for the same carry weight.
The .45 was designed after the Moros uprising in the Phillipines when the marines had a hard time stopping the rebels with their .38 special revolvers, and it got a reputation after that.
.40 caliber is a much better round and I prefer it than either one of the two we mentioned, but again is for experienced shooters as it is harder to handle and control than a .45 or 9mm.
Is all a matter of personal choice, under perfect conditions I would use the .40 caliber, under
uncertain conditions worldwide the 9mm with teflon coated bullets and special loa

BTW if you know anything about modern personal defense and anti-kidnapping techniques then you should be familiar with the "Guatemalan special" doctrine, which is two in the body and one in the head. Why? just in case he is wearing a bulletproof vest like most modern criminals do. So again you will need more rounds available to use and ACCURACY is what matters not size and weight of the bullet. It is a lot easier to place a shot accurately in a target with a 9mm than a .45.
Anyway three or two well placed shots are better than one anytime. 9mm in inches is equivalent to
.36 caliber so times two rounds is .72 lot better than just a .45.

A standard FMJ .45ACP will stop anyone dead it it's tracks. Body armor doesn't matter.
For concealed Carry a .45 single stack is the perfect choice.

I'm not one to brag but damn since your that good of a shot....But you failed to mention the caliber, make, model and load in your Firearm of choice, but thats alright, if your that good I'll like to challenge you to a shooting match, we can also try a short quarter combat course, or my personal favor et long distance shooting engaging targets up to 200 yds and beyond on the target range of course. As a Firearm collector and trainer I would love the chance to share my deadly skills, heck I'll even supply the firearms and ammo. It's fun and easy. My problem is every time I shot a hole threw something center mass in the past it never bounced back for a second shot that defies the Law of physics, you must be a trick shot and work for the Circus, right. I prefer a Sig Sauer 9mm because it has less recoil than a .40 caliber and more accurate.
Equinox (night and day) is optimal because the Sig armorers go through them carefully.
Load is 115 gr.works fine with me or sub-sonic 147 gr. using a threaded barrel with a can. Capiche?

Don't like single actions pistolas, they don't carry enough rounds in single row mag.
1911 Browning design is antiquated and obsolete, although reliable.
All have made great choices, When I carry my Mod. 1911 I use Rem. 185 gr. jhp which for guys who like a little more speed and splat that's the load, I like my Sig pro in a 40 cal. when I carry that I use Fed. 180 gr. fmj I like the speed and penetration associated vs. my 1911, when it comes to 9mm I'll prefer my CZ mod. 75 compact with Win. 124 gr. fmj it's small, very reliable and deadly accurate, but being a old guy from the old school my favorite is still my OL SS 5- shot Ruger 357 mag. SP model with Rem. 125 gr. jhp guarantee spat on the first hit. Many prefer autos which is great, some people fell safe and secure with extra rounds which I won't knock. IT'S ALL ABOUT WHAT ONE FELLS SAFE AND SECURE WITH, THAT COUNTS. HAPPY SHOOTING....
For all of us with real combat experience we know that the 9mm is not the ideal man stopper but it is a cartridge that can be easily obtained in any corner of the world. And the range of loads go from sub-sonic to the "quad" HE sub-machinegun load.
The Mossad asasination squads prefer the .22 short with a silencer for close quarter termination.
The .40 caliber is the best all around modern pistol cartridge as the .45 is almost 100 years old
today and the ballistics are not optimal.

For those with Combat experience we all hated when the US switched to 9mm in exchange for NATO switching to .223.
The .45 is a tried and true round that will knocked down the most hopped up Jihadist around.
Speaking from experience if you need more than 7 rounds in a civilian combat situation you are dead already.

The 9mm parabellum was created in 1902
the .45ACP was created in 1905.
So it is you using an "OLD" round.
Never said anything about "old technology" what I said was that it was for "old coggers" since it is a "traditionalist" round. A few years back mostly all state troopers and police had .45 sidearms and they refused to switch with the same argument. My point is that more rounds available increase the odds of a hit.
That's why the armed forces went from 7.62mm to 5.56mm just a question off more firepower for the same carry weight.
The .45 was designed after the Moros uprising in the Phillipines when the marines had a hard time stopping the rebels with their .38 special revolvers, and it got a reputation after that.
.40 caliber is a much better round and I prefer it than either one of the two we mentioned, but again is for experienced shooters as it is harder to handle and control than a .45 or 9mm.

BTW if you know anything about modern personal defense and anti-kidnapping techniques then you should be familiar with the "Guatemalan special" doctrine, which is two in the body and one in the head. Why? just in case he is wearing a bulletproof vest like most modern criminals do. So again you will need more rounds available to use and ACCURACY is what matters not size and weight of the bullet. It is a lot easier to place a shot accurately in a target with a 9mm than a .45.
Anyway three or two well placed shots are better than one anytime. 9mm in inches is equivalent to
.36 caliber so times two rounds is .72 lot better than just a .45.

A standard FMJ .45ACP will stop anyone dead it it's tracks. Body armor doesn't matter.
For concealed Carry a .45 single stack is the perfect choice.

Why don't we leave at that, Those who would not own or carry a firearm fine....I'm just reminded of a Neighbor Gun hating friend [ well call him Bob ] of mine during the Los Angeles Riots in the early 1990's, a day after the L.A Riots broke out and news / rumors were spreading of possible Rioters, looters and gang bangers moving North to our Neighborhood in Palmdale to peledge [ some 65 miles North of Normandy and Florence Blvds ] , he knocks on my door all frantic asking it I would let him borrow one of my firearms........I told him "Are you crazy, Hell no"....was I going to let him barrow one of my registered Firearms with out proper Training and the only motive to arm himself was fear, NEVER, NEVER. It took L.A.P.D, Army NG, L.A County Sheriff's Dept. etc..etc.. 3 Days to properly respond, What a disaster, don't be a Bob...........Lesson learned.
