Juan Hubieres "owner" of the Dominican Republic?

SANTO DOMINGO. – Yet another “surprise” strike by the bus owners grouped in Fenatrano doesn’t have "any sustenance and perhaps seeks other motives,” Transport Reform Office (OPRET) director Diandino Peña said today, but commuters are “fed up with the country’s owners.”

Hundreds of commuters were left stranded at bus stops, prompting an elderly woman to shout to reporters “there’s no hope in this country,” a feeling that contributes to the belief that president Leonel Fernandez prefers payoffs to law enforcement.

But Peña said Fenatrano president Juan Hubieres, who’s been on a hunger strike for several days, is a politician and can’t bear to think that he seeks to control Santo Domingo Metro’s feeder routes by staging his strike, when the system has yet to start operating. "The strike has no sustenance on the demand of the feeder routes, because the feeder routes are in fact inexistent."

“I don’t want to think that he’s looking for this scheme to look for problems in other scenarios," he said, adding that the Government at no time has refused to incorporate the commuter drivers to the Metro’s system of feeder routes."

“I personally sent a letter to Hubieres telling him that the feeder tours cannot be in operation before a year because it’s necessary to build several works and acquire the transport equipment," Peña said in the Z-101 morning radio program.

FENATRANO should be declared a criminal organization, they have abused and violated their "power" for way too long and getting away with murder (literally).

Why are they striking today? To get the feeder routes? and why the hunger strike?

Strikes are only effective, when the striking organization has a public outreach component. Striking w/o telling the public why, will only lead to negative feelings, as articulated by ALL the posters, thus far.

Moreover, this is an opportunity for the government to make friendly overtures and invite this organization and other civil society organizations to discussion about the transportation issues.

non-engagement with the civil society, even extreme ones like FENATRANO, is a recipe for more social instability- Just like the war on terror, but that's another topic.

Right now, according to my neighbor who claims to know Hubieres, he drives around in a luxuary SUV, even his own choffer drives an SUV, which is indicative of the amoung of resources that Hubieres controls. But guess what, the same thing can be said of the policians, and lets not even talk about the oligarchs.

I'm not a fan of strikes or FENATRANO, but for better or worse our political leaders need to provide public solutions, which means they need to engage them, the opposition, community organizations, and even the bloody oligarchs. The point is, if policians finally open their doors to other interests beside their own, we can at least start moving forward, instead of getting better and better services in already affluent areas like Punta Cana and casa de campo.

Of course that those in power don't want to open the door. It's human nature that once you ahve power you don't want to give it up or want to give it to someone in your "cland." This is Weber's theory of the oligarchic nature of institutions. But anyhow, it's tough to imagine something different, b/c you have a chicken and an egg problem here... People don't want to mobilize b/c policians don't listen to them, but policians will never change unless we bang on the door...

So what can we do? well, one thing is look to Civil Society organizations to help organize the masses. Another source of polical change is the Diaspora. The masses are unable to act, unless they have someone leading them. THis is LeBon's theory of the masses. The reason I reference these theories is just to show that these issues are not new, and that people more cogent than I can ever be have given some thoughts to this, and we should make use of their insight to push for change...

The Solution:

Put the Armed Forces to work driving the buses after confiscating them. Operate them until the drivers realize that they do not have the "goodwill" of those whom they serve and that they must change their attitudes in order to continue in their previous capacity.
Arrest the drivers who protest over not being able to drive their own buses (which they have abandoned).
There comes a time when the few must be shown the error of their ways andforcedto correct them.
Put this egotistical "Jefe" in jail where he belongs, along with his rank and file "managers".
Define just what a "reasonable fare" is based on start-stop operation and length of the routes that are being discussed.
Above all, give the public users of the transport systems reason to beleve that the government has their interests at heart.

Doesn't this union owe the government millions for supplying the buses they have? If so why doesn't the government take them back for non-payment and offer them to independent drivers in a transparent public tender for the buses and routes. Then put a couple of armed soldiers or police to ride with them for awhile and shoot to kill any union members who try to fire bomb them as in the past. This union needs to be broken...........come on Lionel!!

Based on the reactions so far on this and other on-line newspapers this so called defender of the Dominican people sure has his work cut out, as I did not find one single comment that supports this domestic terrorist.

baldoria23 makes a point for dialogue, and in any other situation I would wholeheartedly agree with his point of view, however the drivers unions are not community organizations, they only represent their (the leadership´s) own interest, not even the interests of their own members. The only thing they are looking for is "a piece of the action", which will not benefit society one single bit.

I would find it incredulous if the government gave this extorsionist the feeder routes to the metro in addition to what they already control!! Then what, he shuts down those feeder lines and the money the fares that the metro will generate at his whim as he already does with the bus routes. DEPORT this criminal and send him to his hero Fidel.

Yeah, I guess Prez LF has not taken a strong on position on anything to improve the RD (other than what the US needs to do to help them in the financial crisis). Prez LF is silent on the bus owners issues, corrupt police/DNCD, financial statement of public officials, drugs, Bani killing, leveraging DR-CAFTA to lower prices & control prices for poor Dominicans, diversified power sources (alot of wind, sun, ocean in the RD) as well can create some nuclear, no investment if added-value infrastructure...

When you add it all up then what do you have....
