SANTO DOMINGO.- Haitian Minister of Agriculture Joanas Gué said the Dominican government was “negligent” in its management of the recent bird flu outbreak, the newspaper Diario Libre said.
Gué, speaking in an interview on radio Metropole over the weekend, said Dominican authorities waited too long to begin destroying prized fight roosters that may have been exposed to the H5N1 virus and in shuttering farms that reported infections. He also said the government waited too long to bring the problem to the public’s attention.
The official said Haiti is worried about the government’s lax policies in veterinary health and recommended that authorities extend their monitoring of the fight roosters to other regions of the country.
In the meantime, he said, Haiti will continue its ban on imports of Dominican chickens and eggs until its government receives certification from the World Organization for Animal Health, which will investigate the outbreak further. He criticized the Dominican farm industry which he said was pressing the international body to render a favorable report, according to Diario Libre.
"The Dominican government is not in conflict with Haiti but is amiss in the management of the problem,” Gué said.

The World Organization For Animal Health's ("WOAH") map of DR outbreak locations show 4 DR chicken flu outbreaks -- 2 in the center and 2 in the eastern part of the DR.

WAH report says that 3 of the four DR outbreaks have been resolved, but the big outbreak around La Otra Banda, Cruce del Isleño, La Otra Banda, LA ALTAGRACIA is CONTINUING.
WOAH shows that 3 of the four outbreaks dealt with poultry birds and the remaining outbreak with fighting cocks. This must be where "Today" got the info on its celebrated 15 roosters and 2 hens.

The government didn't bring the problem to the public's attention, the web site PoultrySite disclosed the problem on Jan 2, 2008, some 20 days after the first of four outbreaks occurred. The next day, government on January 3 finally confirmed the story that PoultrySite broke on Jan.2. Again, Someone who knows the business has to say whether 20 days days is a long or a short time for public notification.
Here's a "Today" article about 40 million people who died of the flu in 1918 which suggests that public notification may be an important matter.

Dr's stocks are being screened, ours are not. DR is actively trying to control the virus, we are not. I see nothing wrong in demanding that our trading partner tackle this issue, but we should be doing the same thing as well. Our countries are small so if DR has the virus, then we do to. The virus will always spread unless eliminated, so no matter what DR does, if our birds are infected, then your birds will always be reinfected.
There's been so much nationalistic chest beating, and it's taking us down the wrong path. Telling DR what to do and how to do it does not mean that we in Haiti are actually doing something. We need to be working with DR, learning from them, and start screening our birds.

Since there seems to be a discrepancy in the press coverage about type of strain of the flu in the DR, perhaps we should look the each of the two strains -- H5N2 alleged by WOAH and H5N1 by Dominican Today -- that have variously been reported.
WOAH informs us that H5N2 is fooling around.
"H5N2 is a subtype of the species Influenzavirus A (avian influenza virus or bird flu virus).
A highly pathogenic strain of H5N2 caused flu outbreaks with significant spread to numerous farms, resulting in great economic losses in 1983 in Pennsylvania, USA in chickens and turkeys, in 1994 in Mexico in chickens and a minor outbreak in 1997 in Italy in chickens."

But the problem is that a country needs a huge scientific and technological inteligentsia with expertise and an infrastructure in the biological sciences.
These difficulties with sick birds and eggs are a little over the heads of most bird farmers, especially DR bird farmers.
Haiti, I assume, is not even in the technical ballpark. But the Haitians are not shy about asking the Cubans ... who know a thing or two ... for assistance in the biological sciences.
Of course, USA and Cuba should be working together on the DR/Haitian and similar problems in the region, but the USA has an idiot in the White House who only wants to kill Iraqis.

Body aches, especially joints and throat
Coughing and sneezing
Extreme coldness and fever
Fatigue
Headache
Irritated watering eyes
Nasal congestion
Nausea and vomiting
Reddened eyes, skin (especially face), mouth, throat and nose

Mr. Belial, then this is a very serious concern. At the beggining of the forum I was joking around, after I read this last report, I found myself very concern in this matter. I believe there's a need to wipe-out all the poultry from the Island, otherwise things can go wrong. With all this "Incubation" thing, everything can go south easy. I hope there's some "Blue Eyed" people advising this Officials down there, with the next move, before its to late.

Whether this "serious concern," which you mention, is either a potentiality or actuality I can't definitively say.
But I'm sure its, at least, a potentiality however as long as the situation remains officially unresolved.
But the real question is whether the "serious concern" is already an actuality. My daily check of the WOAH site tells me that whatever is the nature of the outbreak situation, it is CONTINUING.
Notwithstanding the DR bluster, this continuation of the outbreak has not been explicitly denied. The DR authorities insist however that everything is "under controlled," not that the problem of sick chickens have been resolved.
It is difficult to know what all of this means, if anything.

Rubi, come down for one second. The real issue here is that we are now seeing two nations who are using their politcal systems to deal with one another. I believe that it is great, since neither nation had never used pure politics to solve their problems, but instead had indulged on their prejudice to deal with one another. Haiti needs to take a stand in order to garnish the respect that a sovereing nation deserves. soceity and country has its ups and downs. At the end of the day we are talking about two third world countries where education is not priority, where medical services are third rate, where social systems are not inplace, where children do not fullfil their dreams not for the lack of aspiration, but for the lack of opportunities. Living in NYC, have really injected a great degree of humbleness in me, since I see that my people work hard, but few of them actually make above the poverty line. We are in no possition to degrade another group of people that is simply suffering from the same ills as us, the only diference JRRubirosa, is that we Dominicans are so darn proud that we rather starve to death instead of asking our neighbors for food. There have been several historical and recent occurances where several Dominican authorities have overlooked the concerns of the poor within its own country and with its own people. Take the industrial town of Haina, Dominican Republic for example. Lead Battery (Car and Invertor) producers were allowed to dump toxic waste, particularly lead contaminants on the lands surrounding the factories. This has resulted in categoric and medically proven cases of lead poisoning for numerous dominicans; resulting in substantial medical problems for Haina citizens. What was the response and solution from the authorities and factory owners? Answer: denial and a refusal to accept responsibility regarding dominican citizens themselves. This lack of accountability and blatent complacency regarding the lives of local individuals leads others to question the integrity of those in charge.

I have read some of the racially charged statements made towards Haitians by some biggoted dominicans and I consider them fools.
I am a Haitian American and I wonder why the racists who happen to be from the Dominican Republic have never tried to disrespect me to my person. Perhaps they dont have the guts. They hide behind a computer keyboard in some dark room and send out their hate messages.
I am a senior engineering manager, MIT graduate, who works for one of the largest companies in the US. I have helped numerous Haitians and Dominicans obtain jobs in many different areas of the plant. The world could be better if we would work together and consider ourselves more united than separate and divisive. Perhaps we should try unity; isnt it funny how God tied our countries together. Trust me when I tell you that there are many, many, many dominicans who live in Haiti. They also should not be treated with discrimination. Perhaps the solution lies with our generation.

WOAH reports that 1096 birds have been destroyed since the first outbreak, not the ridiculous 15 roosters and 2 hens solemnly reported by "Today." Most of the destroyed birds, 951 chickens, were at the Dec. 12, 2007 outbreak around La Otra Banda, Cruce del Isleño, La Otra Banda, LA ALTAGRACIA, the WOAH reports.
WAH report says that 3 of the four DR outbreaks have been resolved, but the big outbreak around La Otra Banda, Cruce del Isleño, La Otra Banda, LA ALTAGRACIA is CONTINUING.
WOAH shows that 3 of the four outbreaks dealt with poultry birds and the remaining outbreak with fighting cocks. This must be where "Today" got the info on its celebrated 15 roosters and 2 hens.

This strain, Wiki alleges contrary some of the utterances about "low pathogenic" of DR authorities, may be "highly pathogenic," meaning it spreads fast and will knock the chickens off their feet.

These difficulties with sick birds and eggs are a little over the heads of most bird farmers, especially DR bird farmers.
Haiti, I assume, is not even in the technical ballpark. But the Haitians are not shy about asking the Cubans ... who know a thing or two ... for assistance in the biological sciences.

DR did all that was supposed to be done, what happens is the goverment is being diplomatic, educated and sensitive.
International community look at the whole thing and They will make the final conclusions, at the end They will see who has the good faith will, also goverment is looking for another ways to sell our different products to different countries.

The other three outbreaks have been resolved, according to the WOAH.
In other words, no change during the last 24 hours on the status of the third outbreak.
There was no description on the WOAH web site of the problem encountered, if any, in resolving the third of the four outbreaks of chicken flu. The web site doesn't show a change from yesterday in the number of birds destroyed -- 951 -- at the 3rd outbreak location.
Hoping for the best outcome for everyone down there.
But I'm sure its, at least, a potentiality however as long as the situation remains officially unresolved.
But the real question is whether the "serious concern" is already an actuality. My daily check of the WOAH site tells me that whatever is the nature of the outbreak situation, it is CONTINUING.
Notwithstanding the DR bluster, this continuation of the outbreak has not been explicitly denied. The DR authorities insist however that everything is "under controlled," not that the problem of sick chickens have been resolved.
It is difficult to know what all of this means, if anything.
