SANTO DOMINGO.- The Santo Domingo Metro will undergo extensive testing Monday by technicians from Spain, Germany and France to make sure it is ready for public use, newspaper Diario Libre said today.
If everything is found to be in good working order, the official route president Leonel Fernandez will ride on February 27th will be decided before the legislative chambers.
“This is the most rigorous test because it deals with all the mobile components and the programming of routes and is a fundamental step to activating a railway,” engineer Diandino Peña Criquet, executive director of the Office for the Reordering of Transport, said.
He added the examiners are experts in railway engineering with the highest international qualifications, and are in Santo Domingo “to verify and describe the quality of the transport system we’ve constructed.”
After the tests, the engineers will report to the National Palace for a meeting with Fernandez, followed by a press conference to inform the public of the details of Fernandez’s inaugural ride on Independence Day, Diario Libre said.

This IS Transparency in operation by the Administration, albeit at a minimum.
IF the system passes this indepth scrutiny and IF the remainder of thesystem meets the tests conducted, then Santo Domingo will have the system of renoun for public use.
If the subsequent construction doesn't meet the original tests, then it will tuly be a "White Elephant" and subject to international derision.
