SANTO DOMINGO.- The commander of the Miami-based  U.S. 7th Coast Guard District rear admiral David W. Kunkel, arrives in the country today Wednesday, to meet with senior Dominican military commanders and the heads of the agencies which enforce drug trafficking, travel and stowaway laws.

In a statement, the Dominican military said Armed Forces minister Ramon Aquino will bestow the Order of Naval Merit on Kunkel tomorrow Thursday, in the company of other U.S. senior officers, including captain Edwin Daniels, of the frigate Howard White.

It said the same decoration will be bestowed on captain James Tunskall, the commander pf the U.S. Coast Guard Service in Puerto Rico.

In my opinion admiral David W. Kunkel, should not accept decorations from DR naval or Air Forces officials, in which later can affects and impair him in strategic decision making in his new endeavor.
Those of us well aware of DR military officials businesses, will recommend you to keep one hand inside your pocket. And to extend the other to those who show real commitment in the fight against "Drugs & Human Trafficking".

"We all believe that to many drops had filled the Glass, and its time to stop it."

To Perception: You should get his medal i think right for doing a great job on behalf of our brothers and sisters of the other side of the island.

I'm supposedly the one that has a negative agenda and opinion but you BUDDY never give a break to Quisqueya, not breathing or anyhing else.

I think that's the definition if justice according to our neighbors "BASHING ON ONE SIDE"

How about the UK naval officers and crew that participated in the Dominican rescue due to the
floods ? Don't they get any recognition for their bravery ? i think the DR military high ranking officers are a bunch of (brown nosers) why one and not the other ? Or is it that the USA means more to them than the UK navy ships ? what a short memory ? They were crying wolf 4 months ago and the" Gringos" get the glory alone .UK supplied rescue ships & helicopters as well, in Samana. I know the USCG had deployed units from Honduras & NY, All that is well & apreciated.

I still insist on cancelling the contract with Brazil for the remaining fighter planes on the grounds
that the "Gringos"oppose their use downing illicit drug planes, whose drugs destination is USA,
as if it were to US law maker's interest that drugs do enter the US territory,"i some times wonder?

I also oppose building the 2 coal fire electric p. p. & Colombian coal loan due to its high contain of
sulphur,

While I to have objections to the building of the two coal-fired plants, those objections are of a n extended nature.
1) These plants are of an old and outdated technology. By that I mean that the plants are not designed to eliminate ANY of the pollution emanating from their smoke stacks nor do they have the capability to render the "fly ash and rock ash" residues which will be produced in addition to not having thecapability of mitigating the sulphur dioxide similarly produced.
Furthermore, the existing contract requires the DR to pay for INSTALLED CAPACITY ratner than for the ACTUAL PRODUCTION PURCHASED or ONLY FOR THE PRODUCTION ACTUALLY DISTRIBUTED. That is the same set of rules that the Union Fenosa operated under and the dictates of the infamous Madrid Accord currently in effect.
The latter alone is one of the reasons for the DR having the highest electrical charges in all of Latin America and the Caribbean area.

While theinstallation of these two plants would solve many of the existing deficiencies of teh electric distribution system and provide many many jobs in severly depressed areas of the SouthWest and NorthWest areas of the country the negative aspects far outwiegh the positive in this instance.
As a matter of record, there was a company which also bid on the installation of a coal fired plant in the NorthWest area. This company surveyed the area and selected a site, completed the necessary and required Environmental Impact Studies at their own expense, would have provided housing for the displaced population, including a shopping center and medical facility for the area and provided for the refurbishment of the muelle, including a sanitary offloading and transport system for the coal to the plant site, only to be totally disregarded by the incumbent Administration. And their bid was lower than that of the Chinese company.
You draw the conclusions.

My conclusion is high kick back and irresponsable gvt in place. I am not into politic like my cousin Franklin Almeyda Rancier is, Nor am i a DR lawyer lover as much as i hate that profession used in politics,I have always worked for a living 38 yrs in the MTANYCT and 6 yrs in the US army.

I will say one thing at this time; they shoud outlaw lawyers into politic just as much as the DR military is not allowed to vote. I have noticed all thruout Latin America, lawyers have an upper hand even thought they never had a litigation case in their life,such is the case of my first cousin Franklin and the Panamanian senate majority leader, who is impedding his gvt from being accepted by the US congress into DR-CAFTA,." I don't know if that is good or bad."

Just because a lawyer can deliver nice speeches with faulse" PROMISES" does not make him a good leader,such is the case of ( LF) .The people are so gaulable to believe in him W/O giving
a thought for a 3rd non concecutive term.
