SANTO DOMINGO.- An investigation into the contract between opposition PRD party presidential candidate Miguel Vargas and Panama president Martín Torrijos was requested yesterday by the PLD party to the Central Electoral Board (JCE).

Cesar Pina Toribio, Executive Branch Legal adviser and PLD political delegate before the JCE, demanded the probe via court papers filed yesterday, which alleges that the PRD candidate, as Public Works Minister in the Hipólito Mejía presidency (2000-2004), entered into a “sweetheart” contract with the Panamanian company Constructores y Consultores S.A., with Torrijos getting a “substantial” monthly payment.

The documents note that Torrijos, who owned 40 percent of the company shares, turned out to be the contract’s direct beneficiary, even when he figured as adviser to Vargas in 2001, during the Mejía government. It also notes that questions into the contract come from the Panama media, which criticizes that the works aren’t on record and don’t justify the US$300,000 annual payments.

Torrijos has admitted signing the contract, but didn’t justify it to his country’s press.

Vargas first denied being part of the contract through his spokesman Carlos Gabriel Garcia, but later the Panama chief executive admitted his relation with the PRD candidate.

The former official hasn’t issued a statement in this case nor in the Marbella scandal, in which he’s linked with the Spanish tycoon Carlos Sanchez, indicted on money laundering charges.

Vargas has admitted purchasing State-owned properties while he was Public Works Minister, such as the Hispaniola Hotel, and lands in Samana peninsula (northeast), which he sold back to the government and individuals at a much higher price.

This is exhilarating mud-slinging after a lull of a couple of weeks.

Much of this PLD mud isn't new, but rather hard, but what is fresh is PLD's request to JCE for an inquiry into this old mud.

Clearly, the PLD wants to seize control of the flow of propaganda or, in other words, go from defending and counter-punching to attack.

Evidently, Leonel doesn't care if he upsets Martín Torrijos, the proud Aggie [former student at an eccentric Texas college], who as deputy minister for the interior and justice (1994–1999) sold all of Panama's drinking water and infrastructure to a front company for US imperialists.

You would think that Leonel would dread casting aspersions on someone who sells his country's drinking water.

I must add that after the Panamanian people became very thirsty and asked Torrijos "What have you done?," the eccentric Torrijos was decent enough to buy back Panama's drinking water for a much higher price that he sold it.

Well, it has to be before May 16, because there's no reason, other than constitutional responsibility, to do it after May 16.

Just as simple, we cannot, and should not allow this GANSTER AND HIS PARTY OF GANSTERS, to occupy any part of government in our country, men like him belong in jail and throw the key to the deepest part of the ocean around the island. And to a friend fellow Dominican that two days ago were discussing about this man, and I had mentioned some dark businesses practiced by this common thief, there are a few points in this article to read well. Just the point of the GANSTER admiting to having purchased lands in Samana from the government, only to sell it back to the same PRD government and other people to much higher prices should be enough for all Dominicans to repudiate this so-called politician, nothing but a GANSTER.

do not forget, they are all politicians who mostly dislike each other,, and if one start putting in jail the gansters from previous governments, imagine what they create for themselves, that's why the reason why people like you and me, write instead comments, because we dislike what they represent, and we know what they are.
This is just about electing the less bad between all the garbage and trash, and I guess we know what the PRD have done in our country in the times they have been in power.

I respect what you say. While at the same time respectfully disagree in the strongest terms possible with this statement "This is just about electing the less bad between all the garbage and trash"

Their is no qualitative difference between "garbage and trash" as human beings we should never settle for less than we and our neighbors have a right to. It is better to die standing up with dignity than to live on our knees with our bellies full.

I understand that our brothers and sister who are poor may have no choice and that it is easy for me to have this high moral soap box, since currently I do not suffer from abject poverty, but we must always strive for the best in human beings.

My problem is with those of us who have had opportunity, education and in some cases wealth and we do nothing.

We just go along to get along, because we want to maintain our on little comfort zone and at best ignore the plight of those less fortunate or at worst que se jodan I got mind let them get theirs attitude.

Imagine if the Mirabal sisters had thought that way, or the HEROES who end the misery of Trujillo or Dr. Bosch or Comandante Camaño and so may others before and after them, where would we be!

I understand perfectly what you are saying, and believe me I agree with you fully, the point I was trying to make is that unfortunately, there will be elections next month held, so in May we need to elect between two men, either Lionel again, or Vargas Maldonado, and each one of us have to decide who we want in power for the next four years. The point I sent across and clear is, that my decision would never be to install in power again the PRD, I would probably vote for you rather, since I can see you have clear points too.

No no not me, I am not qualified to catch mosquitoes!

However, I am seriously considering Guillermo Moreno. I have yet to hear or find anything negative about him. He appears to be the Obama of the Dominican campaign.
