SANTO DOMINGO.- The OAS Electoral Observation mission leader for Dominican Republic, in his report to the entity yesterday, said although the electoral process consolidated democracy in the country, State funds were used to favor the ruling party candidate.
Jose Bordon said the Central Electoral Board (JCE) “acted correctly” and followed up on denunciations presented by citizens as well as the OAS delegation itself during the voting, won by the incumbent president last Friday.
The OAS official, however, noted that the “Dominican electoral norm still suffers despite all, from a void on issues such as the State participation in electoral campaigns, the regulation of political parties, and the investigation, prosecution and punishment for electoral crimes.”
“Just like what’s happened in many other Latin American countries the constitutional reform that allows re-election was approved without also having the legislative modifications related to the use of State funds, which has entailed a legal void that makes it difficult to control,” said Bordon, regarding the problems derived from the consecutive re-election,
During his observation mission, Bordon had said State funds were sued in Leonl Fernandez reelection bid, observation also shared by the U.S. States Department of State, through its embassy in the country.

At least the PRD are not calling the shots even if t it cost the taxpayers for all the billboards.

The DR is NOT a consolidated democracy! I'll spare you all the technical mumbo-jumbo. The DR is a Delegative democracy with WEAK democratic/representative/transparency institutions, and without any form of accountability. President is elected and he controls close to 93% of the budget!!!
Now, in such delegative systems, elections become the most IMPORTANT "institutions" b/c they provide legitimacy to the sacking of the state resources. That's why so much emphasis is given to elections, but so little to developing the other democratic/represantive/transparency institutions that may limit the president's power. The president is the all knowing & powerful Patriach. God forbid that he actually is accountable for his actions!
There are only two consolidated democracies in LAC- Chile & Costa Rica- everyone else is stuck between Dictatorship and Representative Democracy; that is, countries are stuck in the middle of these two extremes.

I don't kow if LF will run again, but we need to support the MIUCA and their efforts to continue their fight to change the Dominican Political System. We need to fight our fight, and not let the traditional parties to define us as unrealistic and/or extremist.
I've decided to take a much closer look @ the MIUCA. I'll try to report back to you what I find out.

ART. 49.-El Poder Ejecutivo se ejerce por el Presidente de la República, quien será elegido cada cuatro años por voto directo. El Presidente de la República podrá optar por un segundo y único período constitucional consecutivo, no pudiendo postularse jamás al mismo cargo, ni a la Vicepresidencia de la República.
As of Now, LF cannot run for president ever again. This may change, if LF pushes through new constitutional reforms.

Well, Escott that depends with what kind of people u know and hang out with, or do u? you prob make friends with ex -pats, and don't bother socializing with common people bcause you socialize with outsiders with the same air of greatness as high as cloud9. I suggest, u come out of the little castle, and search harder, because while many of the folks there acts "uncivilized" there are a few civilized folks out there. You can't go by what people say, u should do the searching yourself..
