Santo Domingo.- The Senate passed a resolution which giving thanks to Venezuela president Hugo Chavez for contributions made to Dominican Republic.
One of motivations of the bill submitted by senator Charlie Mariotti recognizes the merits Chavez and Venezuela, which since the origins of its Independence protected Dominican Republic’s founding father, Juan Pablo Duarte.
The resolution said the country receives oil from Petrocaribe without which fuel prices would make it an arduous existence for Dominicans, who the resolution says appreciate President Chavez’s initiative.

It may be fine now but when the children of the DR come of age they will have to pay back a herendous debt to Venezuela thanks to the hard and corrupt work of the present administration.
The officials will a be long gone but the debt will remain and have to be repaid.

What Jim said is 100% correct. We pay at the same price but finance half. Have you any idea how big that debt is already? Just think about all that gas sold at the pump and the government keeps half as a loan when we already paid at the pump!

As long as oil stays above $100 a barrel, the DR under Petrocaribe, the Venezuela intiative, pays 50% up front in cash and finances the remaining 50% of the market price at 1 percent interest. In addtion, the remaining 50% can be paid with goods and services, especially agricultural commodities, like chickens, bananas, and sugar or by medical, educational, construction services.
Imperialists institutions (IMF) through fees, charges, tricks, and lies impose anywhere from 8% to 23% interest on the principal that is borrowed whether its 50% or 100% of the market price.
So, the question is: Does the DR want to pay 1% as a finance charge to Venezuela OR between 8%-23% as a finance charge to the gouging US imperialists.
GOPs want the DR to pay the higher imperialist price.

Oil has been purchased on credit before Chavez was born.
The question is not whether purchases are on credit, but what are the terms of the credit ... whether 1% or 10% or 20% or 30%.
Petrocaribe says 1%, but the US imperialists say they'll charge as much as they can get out of the sucker.
Imperialists, especially US imperialists, use credit as a debt trap that can never be repaid.
When the default inevitably occurs, the imperialists demand that countries like the DR hand over their sovereignty to the White House or be denied further imperialist loans.
Imperialist refinancing, rescheduling, and restructuring of the foreign debt ... while the transfer of soveriegnty of the debtor country to the US regime occurs ... only makes the imperial debt trap harder to escape from.

Even if the Shell deal is done, the DR is still going to need either a new, much larger refinery or a tremendous upgrading and expansion of the present one, a refinery that can process not just light sweet crude, but the heavy stuff from Venezuela.
Light sweet has definitely peaked.
LF closely watched the 16-month Venezuelan-Cuban renovation for under $300 million and the December 2007 start-up of the Cienfuegos, Cuba refinery that the Soviets never completed, now operating with Venezuelan technology with a refining capacity of 60,000 barrels per day, about twice the Shell refinery in the DR. Cienfuegos is now expanding its refining capacity to 120,000 barrels per day by May 2009.
Over the objections of his US pilots, LF even flew to Cienfuegos, Cuba to see the December 2007 refinery start-up at 60,000 barrels with his own eyes.
The imperialists want refineries on their soil (Citgo) or in their colonies (Virgin Islands) or in the colonies of their NATO allies (Aruba).

LF has tried to woo an inflated "3 billion dollar" refinery out of the Saudis, the Russians, and the US imperialists, but they are all cagey about the construction of a new refinery in the DR.
LF even played along with Vicente Fox, the Mexican reactionary, who talked empty-headedly for two years about a grand "Central American refinery."
