San Felipe Cathedral.

PUERTO PLATA.- President Leonel Fernandez headed ribbon-cuttings for several works in this province Thursday, built at a cost of RD$567 million, among them the remodeling of the San Felipe Cathedral and Plaza Independencia park.

Fernandez also inaugurated a sewage system for 23 of Puerto Plata’s southern barrios, as well as streets and sidewalks, and an aqueduct for the sector Padre Granero.

The works for the cathedral and the park, destroyed by the earthquake that shook this province in 2003, cost RD$ 442 million.

I guess he lost the votes of this neighborhood.

PLD improvisation at it best, more overcrowding in La Capital!

This is the clearest example of the lack of urban planning you can find.

It appears the "great" PLD Mayor of Santo Domingo is just another little corrupt politician!

I lived here during those years and let me tell it wasn't easy. hipolito pay off all his friends when the baninter bank crashed which was against the law. anyone that has more then 500k in a bank that crash it needs to wait a least five year to get its money but hipolito disregards that and paid then off. And now that is the reason why eveything when up eggs when from 1 peso to 5 pesos so did everything else.

Years 2000, 2001 and 2002 when most countries where going through economical crisis. DR was enjoying an economical growth mostly due to tourism. Puerto Plata was in the middle of it all.

I must say, Leonel may not be the best president, but he is doing a pretty good job in trying to make DR look like top destination in the carribean. The only question is how many bonafide dominicans and their communities are being prepared for the the future? It is a question I have because I personally think that in a decade or two, the inequality gap will grow to a point where the poor may start taking matters on their own hands. And education won't increase as much to provide DR with a large number of skilled laborers. Maybe I am wrong, but just wanted to know other people's opinions on this issue.

To all who have posted their valid opinions here, each one with their points of view,
there is no country in the world who have and will always have the ultra rich, the rich, the "so-called" middle class, the poor and the very poor.
I am old enough to have seen governments of three different parties in our country only increase all those cathegories, none being better than the other and all as bad as the next.
Believe me through the years, the poor have gotten poorer and the rich richer, why I say this?,
to be honest, I have grown pesimistic that any one, no matter who is, will ever do something to bring some needed relieve and some equality in all the differente classes of our country, and any other country for that matter. It has been proven that no political system works properly, when the interest of a small group are over the rest of the population.

actually, Josean, your stance against the metro is something i wholeheartedly support, although you sometimes take a bashing for it. i chanced to read a piece of information which stated that the power delivery to the metro will require the burning of 50, 000 gallons of fossil fuels daily. let´s crunch some numbers, using the best possible case scenarios. leonel says that the metro will carry 200, 000 people per day. there are no studies to substantiate such blatant optimism, but let us consider that figure for purposes of analytical economy. the subway line is 9 miles long. let us assume that everybody rides it the whole length, and forget about those who ride it for only two or three stops. elementary short division reveals that for every gallon of fuel burnt, we move 4 people a distance of nine miles....again, best possible case scenario. if the ridership is ,say, 100,000 per day, then we burn a gallon of diesel to move 2 people a possible nine miles. to me, carritos are more

you are absolutely correct, time2rize. diesel fuel produces some of the most toxic and irritating levels of pollution of all burnt fuels. in some states in the Usa, you cannot buy a new diesel car today; it is against the law to sell them. i remember when the mercedes 220 d was all the rage in new york; everybody had one, because you could not kill them, they gave good mileage, and diesel was relatively cheap. then they stopped the importation, because they were killing the air people were expected to breathe. on the contrary, the carritos largely burn propane, which emits far lower levels of toxic hydrocarbons. please, supporters of the Metro, do not get incensed because we make these observations; we are only stating facts, which we did not invent!

Glad to read your thought provoking commentary.

The points you make are very compelling for persons who have an objective point of view. My basic issue is that the METRO was the wrong, project at the wrong time. I am sure we could argue about better systems, over ground, underground, monorail etc.

However, with education being the shape it is in, I sincerely feel this was a criminal act to spend our limited resources in this feel good project.

We must be the laughing stock of the world.

The must say:

Look the Dominicans have on average have a 2.5 hour school day when the Japanese send thier kids to school, in some cases, 7 days a week;

They have inconsistent electrical services in the modern day economy where you can not compete without this vital resource and they want to be global competitors!

actually, JCJua, the estimates of which you speak are the projections offered by the metro authority; i did not make this stuff up. and what does the size of the population have to do with how many people the subway moves per day? how do you arrive at your estimate of over 100,000? what co-efficients do you use to arrive at your figure? it is not a matter of simple arithmetic, but the number of people transported by any public transportation system is subject to several variables. i have already explained some of this before, but,if you wish to ventilate the issue further, i will go over it again. los angeles has over 10 million people if all the suburbs are factored in, yet their subway moves 133,000. get the picture?

The reason being, as I have stated on many occasions, is that this METRO as well as any development projects in the CAPITAL are ill-conceived if you do not address the national economic dislocation that forces people to move there; because that is the only hope for upper mobility on the economic ladder.

THE METRO is not the issue it is the poor national economic planning and coordination.

Traffic jams are not the disease they are the sub-symptoms, of the symptom overcrowding. The disease is poor economic development strategies and models that assign resources to respond to narrow interest at the expense of the broader needs.

God if the METRO was the cure I would dig the holes myself with my bare hands!

Now, G I am dumb peasant and I am not stating anything brilliant or that others do not know. If it is obvious to me with a sub par IQ certainly Lionel knows this dam it!

He’s a smart man he knows what DR needs is a strategic long term development plan. He has the gift of gab he could us that gift to rally the masses behind him to fight off the very real and powerful interest that want to keep DR exactly the way it is and functions because it benefits them.

But he sold out he did what they have all done before taken the path of least resistance y deja cojer lo mio!

This is why I am so hard on Lionel he has gift and was given two opportunities and could have done so much to institutionalize strategic economic planning, but he took the easy way out he sold us down the same river like ALL (except Dr. Bosch) the others before him have. He does not deserve another chance there is no qualitative difference between him other major candidates.

I was stunned by the decision to build the metro....I laughed out loud at my Dominican friends who looked on this with pride....But I also expected a replay of the BIG DIG in Boston and a disaster out shadowing Baninter...;.the final price tag has not been told and I am holding my breath...But I also thought Lionel had a vision and am disappointed But there could be some very positive things happening because of this inevitable Metro...so maybe I am in denial but I await the total outcome in 3 years....If it changes certain patterns of behavior and thought it will make a positive from a negative

gasoline prices in the usa does nothing to address the situation here. there is a concept in the field of analysis called CETERIS PARIBUS, which mean äll things being equal¨. in order for a stimulus to have the same result in one or more situations, all the factors have to be the same. in certain cities, a rise in the price of gasoline will not bring about a rise in ridership of public transportation, because of the law of diminishing returns. nobody is going to leave his car at home and take a train which stops six miles from his job! it all depends upon the layout of the city and the coverage area of the trains and buses. secondly, the cultural dynamics are in play; europeans have been buying mini and micro cas for the longest while , in response to the high cost of fuels. dominicans, on the other hand, who live in even less affluent conditions, keep buying gas guzzling SUVs. because of the importance of appearances in the dominican society, people sacrifice in order to look good.

a black presidential candidate, even if they end up in the poor house. surely a wedge is there, but not because black people want one; it is the way hispanics perceive people of color that is at the root of this divide. you recognise that it is, and you do all decent people a disservice by trying to exacerbate the condition with your remarks.

quite the contrary, Goulet. i only want to kick whitey´s butt when he deserves to have it kicked. when decent white people conduct themselves with a conscience , i respect them unequivocally. you seem to have this misbegotten belief that i am on the same side of the fence as al sharpton and jesse, etc...not! these guys have made untold millions from racial hustles, and have set back the black cause 100 years. i did not shed any tears when johnnie cochran died, because i held him out to be the lowest scum in recent times for his ploy to save that morally bankrupt piece of garbage o j simpson. but when white folks come to the dr and walk around looking at people with disdain and contempt, and try to exclude dominicans from living in certain areas, and from using their own beaches, then i am forced to wonder if they do not know where the airport is! when guys tell me that they do not want to attract dominicans to their places of business, i suggest to them that they should set up shop

elsewhere. i have never met a dominican club owner in new york who says he does not play rock music because he does not want white people in his club. have you met any such people in your travels? i have frequented many night spots in brooklyn, etc, which are owned by blacks, and which have primarily black clientele. when white folks enter, nobody bothers them; they are allowed to do their own thing. yet we still have places all over the world where blacks and other minorities are denied access. what the heck is that, i ask you?

dread as I have told you before I have some black friends { believe it or not} who come to Casa to play golf they are quite succesful and stay in villas they talk of exactly the same things as you have just mentioned they are astounded annoyed and sometimes ashamed by the behavior of the outsiders mostly white who come to the DR...for Dominicans the resolution is generational and educational.....I have lived in The Caribbean over 30 years and there is no percentage telling people this is the way we do it back home...you will be resented for it..I am quick to remind a forgiener who acts badly we are guests in their country.....Racial discrimination is not fair...I love my daughter more than anything in the world...she is of colour I fear for her and her future and pray she will overcome ...she is beautiful and wears her hair naturel which is unusual here in The DR but she has overcome the stares of others and is quite pleased with herself.....Dread in my opinion

the answer to this is....ITS THE ECONOMY..... that is what will float all boats....I hope Obama is for real and can make things better between the races but there are many other things to consider besides race if he has what it takes he will have to prove it...You obviously love the DR very much or you would not spend so much time posting here ...good luck

what the hell, Josean. just want Goulet to know how embarrassed i get when black folks come down here with the swagger and conduct themselves like they think they are special. you see, Goulet, when i referred to the loathsome behavior of foreigners, i do not recall qualifying it by color. i have seen some of the most ignorant black people who believe that because they are in a third world country they can do whatever they wish. i witnessed a brooklyn thug wannabe trying to get into the Jaragua dressed in a tanktop one night. the security explained to him that there was a dress code, to which the neanderthal replied ¨dress code in the dominican republic?¨. it is these types who boil my blood, and i do not give a rat´s behind ( to borrow a phrase from my idol, Judge Judy Scheindlin) if they are white , black, green or candy striped!

Dread if you are presently in NY you must be vicariously taking pride in the Tony nominations I know I am ....this is truly wonderful that this young man is going to make such an impact on the American stage....Although he is of Puerto Rican Heritage all Latinos of the Spanish Antilles can take pride in this geographical cultural treasure ..... sadly Goulet, for the ¨white breads¨to whom you refer, the dominican republic is not baseball players; it is chicas. i include in that list of baked goods the wholewheat version also, the brothers who can sometimes be even more unsettling. i would not mind if foreigners saw the dominican republic as a source of baseball players, because that produces only innocuous, and sometimes laudatory, stereotypes. but when they see the country as the land of loose and amoral women, they rankle me.sadly, the majority of foreigners who come here never venture into the upper echelons of dominican society. because of language barriers, they cannot communicate at any meaningful level; their spanish vocabulary is restricted to one liners such as ¨donde esta el bano, otra cerveza por favor, and vamos a mi habitacion.¨ they cannot have any meaningful intellectual interchange with the cibaeños and Lautaros and Baldorias who do not speak english. so they find their female companions in seedy bars

and speakeasies. they judge all dominicans by the habits of these lower echelon social types, girls who are functionally illiterate, spend a third of their lives in the salon, a third playing with their cellphones and the other third looking for gringo; actually, the three fractions are intertwined. so these weak minded foreigners are unable to make the distinction between girls they find in a bar, and dominicans who attend the opera on a regular basis. it is this blatant stupidity, and its concomitant disrespect of dominicans, that has me writing these vitriol laced articles levelled against the idiosyncracies and vicissitudes of some of the crud we have to abide here!
