SANTO DOMINGO.- The Armed Forces and Interior Police ministries are disputing the regulatory control over the lucrative private security industry, a situation which prevents reaching a consensus to approve a bill now under study in the Senate.
Senate Interior Police and Citizen Security Commission president Jose Ramon de la Rosa said the revision of the bill to create the Private Security Law is advanced and only needs to establish whether the Armed Forces or Interior Police will regulate it.
"We expect that these departments, the Armed Forces as well as Interior and Police offer their respective information and recommendations in writing," said the senator from San Juan de la Maguana province.
The industry is currently regulated by the Armed Forces Ministry, which lists hundreds of security companies nationwide, and employs tens of thousands.

The Armed Forces and the National Police have thus far proven to be grossly inept in their role of "Law Enforcement" for the Public.
Neither is equipped either technologically nor morally to take over, nor regulate, the Private Companies in existence today.
The investigative capability of both these organizations is sadly lacking when they can't even come close to identifying the perpetrators of the many robberies and murders that take place each and every day in the DR, so how can they possible regulate the activities of the Private Companies?
This move is only a screen to obscure the REAL desire to control and interpose the greed of the Jefes of bothe the Military and the PN. They just want "their fair share" of the profits involved for personal raesons.

lets be fair, they can be usefull. Cause I remember the police came to the aid of this girl that was almost raped in my town, he had left when everyone caught on to where the screaming was coming from. The police came and searched for the guy and found him and then threw him in jail where he still is. And these truckers had crashed into my friends car and had left them on the highway to die so they wont get into trouble and we quickly called the police chief in our hometown and he called the next town and both we able to close them off from escaping. And they not only got fined but where landed in jail. So I believe they can be usefull at times, so can the military cause I know more events that happened and they came to the rescue. The fact that they are not as advanced in technology as other nations is not their fault really, its the politicians. Because they dont provide them with the right funding to modernize. person that will support the military. Unlike in America where military people can vote for their president and hope that he will support them. So you really cant blame them for a lot of lack of equipment or that some company's or battalions dont have professionlism values. You want to make a soldier happy, give him a "military task", promotions for all ranks, training, discipline, equipment and training time to learn and play with this equipment, and interaction with foreign forces for sustained training. These are things the military have been screaming at to the politicians but like alot of things in this country they are givin the cold shoulder.

You are absolutely correct in your summation regarding the funding andequiping of theMilitary andthepolice Forces.
My comment was essentially a "knee-jerk" and for that I apologize to the services.
It is my opinion that too many of the rank and file take advantage of their authority and positions to advance their own agendas, however. On theother hand there are many who function as they should in the office of Law Enforcement.
It is these who should be identified and marked for advancement while also noting those who do not perform accordingto their mandates andshould be discharged as "incompatible with their duties andresponsibilities".

This proposal for regulation is a very bad one. I have seen the draft and it is terrible. It does not change anything for the better - it puts far more restrictions on the industry without any educated input from industry reps. I would love to stand before the Senate and tell them what is wrong with this bill and make suggestions to make it more simple and far more easier to monitor and implement changes. They are choking the industry and making it extremely difficult for legitimate business to do real work. Private security can be a powerful resource to business, community, and government if monitored properly. I have been trying to set up a company for more than a year now and spent 10s of thousands of dollars trying to do it. But the system is so badly managed it is nearly impossible to do. I have a company in the states that does work for police departments, city governments as well as many private industry clients and we have a fantastic relationship with Law Enforcement -

I run a very successful security company on the North Coast and I have all my legal licences but I know of three others that are operating illegally without any licences even their arms have no licences

In which case you should report these organizations to the appropriate authorities and demand that they comply with the LAW.
By not soing so, you are merely playing along with the SYSTEM of failure to uphold Legal businesses.
This disregard for legal compliance with the Law is a problem in the DR as well as in other countries, but more prominent here. Until Dominicans learn that compliance is the way to go, it will continue.
It's up to individual citizens to report such infractions and to demand correction of the practice. That's the only way to correct the problem.

You are accusing ME of playing along with illegalities???? I live here and have done for years, I thought you lived in the US. You dont know how things work here, this is very dangerous. Who do you suggest I report them to?? two are run by Generals, but the worst one is run by a German who has 40 guards hired out and not even one shotgun has a licence, the company is not licensed, so no tax, it has no RNC number. Many of the Germans employees are coming to me for work they are too scared to use the arms because they are illegal. They are taking in over 600,000RD per month, nice eh? SO I would gladly take your advice but you tell me who and where to report them without risking my life.

Tell me the company names and who the owners are. I will report them. I am not afraid of reporting any company who is not legal or properly documented. That way you are not in danger of anything. Especially the German owner - I am from the US but have a Dominican Resident Card and I am required to follow the DR Business Laws, setting up a security company legally is very difficult and very expensive... if he is operating illegally I want to know and report him. If I have to follow the rules and make my company legal he needs to as well. I have friends who are Generals too and Police Chief friends but I do business the proper way and the legal way... it is the most difficult way to do business here but it is the right way and that is more important.
