President Fernandez in the function last night.
SANTO DOMINGO. - Dominican Republic’s fuel business has fallen in a sort of generalized disorder, that affects the entire marketing chain and could create such distortions, shortages and even corruption, that the country wouldn’t be able to deal with the situation the possible jump in the price of a barrel of oil at 200 dollars would bring about.
The warning came from president Leonel Fernandez last night, and denounced that there are economic and political forces behind the speculative wave with the international oil prices, that in his view is taking to Humanity to an abyss.
He said that, according to a report in Newsweek, the price of the barrel of oil would reach US$200 and that countries such as Dominican Republic aren’t capable of facing a situation of that nature, because until now we’ve been relying on Petrocaribe.
Fernandez, speaking in the placing into publication of the book ‘Hacia donde vamos?’ (towards where do we go), by Economy minister Juan Temístocles Montas, in the hotel El Embajador, said the situation is worrisome for the world, but mostly for poor countries. "If we were to liberalize petroleum’s cost for transport and electrical generation towards the Dominican consumer, the situation in the Dominican Republic would be uncontrollable."
In that regard, Industry and Commerce minister Melanio Paredes himself has admitted that locally the situation is agravated and out of control by the large amount of subsidized fuel that has entered the market, mostly given to government contractors and suppliers, and the authorities have no way of preventing it from entering the ordinary fuels market.
Another distortion has been a 30 percent reduction in gasoline and diesel consumption in the last few years, as public and private vehicles convert to subsidized liquefied petroleum gas.

BFI offered Leonel back in 97 0r 98 a deal to build a power plant for free that would burn trash to create power. BFI sent 250 trash trucks to the DR from PR and said they would haul the trash for free if they bought the power from the plant. The trash mafia from Italy paid off PLD and the union truckers to stop the power plant. That is when all those funny looking trash cans showed up in the capitol. All the 250 trucks were sent back to PR and now Leonel is looking for a way to solve the problem . Too little to late. Go nuclear and wind or go home . France makes ALL of its power from Nuclear .Why doesnt the US or the DR?? The liberal environ- mentals !

I am amazed by the lack of thinking that goes in to so many posts here. Josean (now jimharrington) can't seem to grasp the fact that the WHOLE WORLD is suffering due to the growing greed of the oil producing countries. Their societies are a mess, so to make their people feel better they have raised the prices of oil to astonishing levels while curtailing their production. And yes, the growing industrial emergence of China, the most populous country in world, has increased the world's usage of oil as well. To be able to think that these are problems caused by the President of a country of 9 million people, one must truly be an idiot. This is a global problem, and as for nuclear power here: How would you like to see the sames fools who opened the dam near Santiago, in control of a power plant that could wipe the island off the map? What Leonel has to do is curtail those programs that encourage fuel usage, such as the incentives for officials to buy SUVs at discount prices.

FIVE MAJOR EXPLANATIONS OF THE OIL CRISIS (in the order of importance.)
p.1 of 2
(1) Speculative trading in the oil market by ravenous bourgeois and imperialist elements, creating a bogus demand 15 times greater than the magnitude of real worldwide demand, thus, driving up price.
(2) Policies of bestial imperialists and their slave states aimed at aggressions and military occupation of oil producing countries (especially Iraq, Iran, and Venezuela), accommpanied by massive programs of genocide that exterminate over 2,000,000 people as in Iraq by the US imperialists, with the US imperialists stealing Iraqi oil at a astonishing rate of 2.3 barrels a day, the "geopolitical" tensions and uncertainties resulting from these aggressive policies thus driving up the price of oil.
(3) Policies of oil producing and exporting countries (especially OPEC) that withhold oil supply from from the market, creating an imbalance between supply and demand, driving up price.

4) Fear over the "peak oil" theory that holds there is a the point in time when the maximum rate of global petroleum production is reached, after which the rate of production enters terminal decline. If global consumption is not mitigated before the peak, a world energy crisis may develop because the availability of conventional oil will drop and prices will rise,
(5) The "wasteful USA" theory that holds that prodigal and profligate oil consumption habits of the US consumers, mostly in personal transportation or the celebrated "American love affair with the car", results waste of at least half of the 20,000,000 barrels that the USA consumes every day, which is about a quarter of the world's daily output, thus, this irrational and stupid demand behind the "waste" or massive squandering of a finite or precious resource, drives up price.

US imperialists understand what critics of speculators are up to.
A US imperialist cares more about the welfare of US rats and cockroaches than he cares for the Dominican people. the DRs.
So, the US imperialist couldn't care less if a famine or a pestilence strikes the DR and wipes out a good portion of the DRs, as long as these calamities don't disturb US rats or cockroaches in any way or to any degree.
When crtics say US investment banks and other financial institutions, speculating in the oil market, are jacking up oil prices for speculative gain, critics in effect say the US imperialists are deliberately producing a famine and a pestilence for the DRs, since main speculators in NYC are US imperialists.
The US regime can help the DR people in face of famine and pestilence by merely regulating the speculators' oil deals. The US regime won't do it because the speculators are super-rich bourgeois and imperialists, and the regime views DRs as less than rats or cockroaches.

The problem is a market one and not a selective one. The country with the most manipulative wires is the U.S., so the rise of fuel is controlled more by the U.S. than the actual countries that produce the oils. Demands and consumptions. If most of the nations in the world were to stop consuming for just two days, it will bring the price down like a rocket coming back from space and everyone that has been profiting from the rise will be trembling. Nothing will scare them more than to see loosing their profits, loosing their business. They know that will not happen cause people have a great dependency and need for oil. D.R. will deal with it cause oil or no oil they will still go hours and hours each days with no energy.

Most of the states in the region are too scared and too servile toward the US imperialists to stand up and join him, even though they are hungrier than the DR and less capable of getting oil even with Petrocaribe assistance.
At the upcoming July 7 of Petrocaribe summit, Chavez is going to propose some kind of joint ventures in food production for Petrocaribe members with Venezuelan petroleum assistance, technical assistance from members and non-members with a highly developed agricultural bases, and some kind of food distribution arrangement or network; in other words, a kind of Agrocaribe similar to Petrocaribe.
