SANTO DOMINGO.- A Police lieutenant in custody and a lieutenant colonel relieved of duty is the result of a scandal that included strolls on Santo Domingo’s streets and night clubs by an inmate of Najayo prison, convicted of homicide and escorted by a prison guard.

The inmate Robinson Betances allegedly also took frequent “outings” to his residence in the Capital, where he was seen by neighbors and the relatives of his victim.

The Prisons Directorate transfered colonel Paulino Buján, who was in charge of assigning the inmates’ guards, and also transferred Betances to Azua’s (south) notorious Kilometer 15 Jail, and sent lieutenant Daniel Moreno to the Police Department holding cell.

Prisons said in one occasion the inmate was sent to a San Cristóbal hospital for medical a appointment, but his guard instead took him to the Capital, where Betances went to his residence and walked the streets.

The last time he was seen walking freely was last Thursday, which led Police to investigate and detain the people responsible.

Nothing changes..in the 80s someone I know personally (no dique me dijieron) walked right out of the back door of La Victoria after handing over to who was then the warden a small fortune....in the town my family's from the local drug lord managed to get instated into the dominican armed forces with the rank of captain, effectively outranking any officer in the local "cuartel" or precint. He even has offical government plates!!...¿hasta cuando con esta vagamunderia?
