SANTO DOMINGO.- The International Monetary Fund’s (IMF) assistant managing director yesterday recommended that the government apply a restrictive monetary policy to contain the inflationary pressures and high oil prices.
Murilo Portugal, upon leaving the country, also raised the need for the application of a fiscal policy which improves public finances and for the Government to protect the vulnerable sectors from the price increases on food and energy.
He said faced with the implied costs of the monetary policy that controls inflation and lowers the current account deficit of the balance of payments, the fiscal policy must take on a preponderant role.
For Portugal, it will be crucial to examine all aspects of revenues and cost, leaving a margin to guarantee a suitable financing for social protection programs.
He said the affect of food and oil price rises on Dominican society is worrisome, because the prevailing poverty and inequality in income levels, and the fact that the poor must set aside a major portion of what they earn to buy food.
He although the complete transfer, even if in gradual manner, of the increase of imported food prices to internal values, since they are of a permanent nature, is needed to contain its adverse effect on the poor.
He said in his talks with president Leonel Fernandez and monsignor Agripino Nuñez, they indicated that the most effective way to protect the most vulnerable segments of the population is via well-focused and direct transferences.
He said that one of the key objectives of a long term a policy must consist of increasing the supply of basic foods, by means of promotion the national farm production, providing access to seeds, fertilizers, financing and measures to improve productivity.
Portugal said the IMF is prepared to collaborate with the Dominican Republic, in order to face the challenges posed by the current external conjuncture, and expects that the authorities obtain a sustainable growth.

Employers Confederation (Copardom) president Maribel Gassó said they support a savings and austerity plan and that the IMF’s fiscal revision proposal can be translated in a study of income and debits.
She said a tax reform isn’t something that the business sector is weighing as a possibility at this time. “What should be done now is to organize the house, to save and to enter into a true austerity plan, public as well as private."

This is something of a surprise. And we must wonder what the IMF is up to.
Transfer, whether direct or indirect, is an idea that comes under the concept of national income.
A direct transfer is like when the Canadian government sends GC his crazy check every month.
That's a direct transfer from the state to this nut and, in GC's case, a waste of money.
The transfer is not part of the national income because GC produces no good or performs no service for his crazy check. The check simply increases GC's purchasing power without adding to the mass of goods and services; thus, prolonging GC's useless existence. But the transfer increases the demand of goods and services and thereby spurs their production. The transfer or GC's crazy check, as income, is attributable to workers at the point of production.
It's surprising that a IMF guy suggests something like this.
